Soviet embassy spokesman has
criticized the Japanese govern-
ment’s rural land reform pro-
gram, which had won praise from
General Douglas MacArthur.
The Russian, Constantin Popov,
told a news conference today that
the program does not solve the
problem of realizing Democratic
agrarian reform. He said that it
does, however, maintain the in-
terests of the land-owners

government has been formed.
