the Texas Constitution is
amended to:
Provide for the revision
and consolidation of pro-
visions relating to state and
local retirement systems
and programs and to pro-
vide that all general laws
that have established retire-
ment systems and optional
retirement programs for
public employees and offi-
cers in effect at the time
of the adoption of this con-
stitutional amendment will
remain in effect, subject to
the general powers of the
Legislature.
Provide that the amount
a participating officer or
employee contributes to the
employee retirement sys-
tem or the teacher retire-
ment system shall be estab-
lished by the Legislature
but may not be less than
6% of current compensa-
tion and providing further
that the amount contributed
by the state may not be less
than 6 nor more than 10%
of the aggregate compensa-
tion paid to participating
persons, except that in an
emergency, as determined
by the Governor, the Legis-
lature may contribute more
than 10% of the aggregate
compensation paid to per-
sons participating in state
retirement systems.
Provide that the Legisla-
ture shall provide for local
retirement systems created
by any city or county for
its officers and employees
and shall further provide
for a state-wide system of
benefits for officers and
employees of counties or
other political subdivsions
of the State which may
voluntarily participate, and

Mercedes in 1941. He was a
refired carpenter.
Mr. Trevino is survived by
four sons, Jesus C. Trevino
and Simon Trevino of Merce-
des, Pedro Trevino Jr.,
Clifford H. Irons dies at 78
Final rites for Clifford H.
Irons, 78, of Mercedes were
conducted Saturday, February
22, at the First Christian
Church with the Rev. Albert
Stanley officiating. Burial was
in Ebony Grove Cemetery. Mr.
Irons died at Knapp Memorial
Hospital February 20. He had
resided in Mercedes the past
56 years and was a retired
carpenter.

died at Knapp Memorial
Methodist Hospital Saturday,
February 22, at the age of 70.
Rosary services were at Stotler

night. Funeral services were at

with burial in Highland

will join millions of people in a
chain of prayer spanning six
continents. This 89th celebra-
tion of World Day of Prayer
will be observed in a thousand
