Shrine of Democracy was
carved by Gutzon Borglum as
a monumental summation of
the American Republic. Bor-
glum chose four Presidents
(Washington, Jefferson, Lin-
coln, Theodore Roosevelt) to
symbolize the growth of the
United States. The portrait
bust of each is 60 feet high.
Rushmore’s unique attri-
bute of being a memorial for
the whole nation, rather than
just one section, led to its
national Bicentennial designa-
tion by the American Revolu-
tion Bicentennial Commission
in 1971.

cerning time and place of
Pursuant to the provisions of the Texas Urban Renewal
Law Section II of Article 1269L3 Vernon’s Civil. Statutes
Revised of the State of Texas, Mercedes Urban Renewal
Agency of Mercedes, Texas, will receive blds from any
interested firm, person of corporation for the purchase of
the parcel or parcels of land described below, and for the
undertaking and carrying out the development of such
property in accordance with and subject to • the Urban
Renewal Plan for the City of Mercedes, Texas, Tex. A-12
and in accordance with the forms of Contract for Disposition
of land for private development and the deed of conveyance
to be used in the transfer of the property from the Agency
to the Developer. These documents provide for the
following development of said parcels: Residential.
The contract documents together with the Urban
Renewal Plan and other additional information of interest to
potential developers are available at the office of the
Mercedes Urban Renewal Agency at 402 South Ohio
Avenue, City of Mercedes, Hidalgo County, Texas, or to
any party or persons desiring to submit a bid pursuant to
this Notice. The Agency shall require a Ten [$10.00] Dollar
deposit for said contract documents.
Sealed bids addressed to the Board of Commissioners of
the Mercedes Urban Renewal Agency, City of Mercedes,
Texas, in accordance with this invitation will be received by
the Agency at its office at 402 South Ohio Avenue, City of
Mercedes, Texas, until 12:30 P.M. on the 20th day of
August, 1976, and at 3:00 P.M. on the 20th day of August,
1976, all such bids will be publicly opened and read aloud.
Such bids shall be in the proposal form supplied by the
Agency and shall set forth the purchase price to be paid for
each parcel, if there be more than one, and shall agree to
the development of said property in accordance with the
Urban Renewal Plan, the Contract for Disposition and the
Deed of Conveyance. Each bid shall be accompanied by a
deposit in the amount of Ten Percent [10% ] of the total
amount bid in the form of a certified check or cashier’s
check made payable to the Mercedes Urban Renewal
Agency.
Bids may be held by the Agency for a period of sixty
days from the date of opening for the purpose of evaluating
the proposal and investigating the qualifications of the
bidders prior to making an award. During this sixty day
period the original owner from whom the property was
acquired shall have the first right to purchase at the highest
and best responsible bid price, provided said original owner
is willing and qualified to enter into a Contract for
Redevelopment in accordance with the Urban Renewal Plan
for the City of Mercedes, Texas.
When an award is made and a Contract for Disposition
entered into the deposit of such bidder shall be applied as
escrow money under the terms of said Contract. If the bid is
not accepted the deposit made by the bidder or bidders
shall be returned to the bidder.
The Agency reserves the right to reject any or all bids
submitted or it may within its sole descretion, after
considering all such bids, and the financial and legal ability
of the prospective purchasers and bidders, accept such bid
as it deems to be the highest and best responsible bid, and
which is in accordance with the public interest and in
furtherance of the purposes of the Texas Urban Renewal
Law, and enter into a Contract for Disposition of land for
private redevelopment. Such Contract will provide for
delivery of title and possession of the parcel. Upon
conveyance of the property the full amount of the purchase
price shall be paid in cash to the Agency.

Renewal Project areas, Mercedes, Hidalgo County, Texas,
are described as follows:

offering of a least the minimum price is received at that
time, the Agency will accept blds at any time thereafter
based upon a bid price of not less than the above stated
minimum price. No bid below the above recited minimum
bid will be considered by the Agency for the corresponding
property described opposite thereto. If more than one parcel
is set out above, separate offer must be made for each
parcel. Dated the 3rd day of August, 1976.
