leged is due to the fact that they are
earning more money than usual and
that while they have any to spend they
will not work. Sunday work is con-

Conditions Disquieting.
Vice admiral Jellicoe. in a letter to
fie admiarlty on this subject says.
"I am very uneasy about the labor
situation in the Clyde and the Tyne. I
sent a telegram or two latelv about it.
You may think I am exceeding my
sphere of action in doing so. but the
efficiency of this fleet is no rre ten h.

third sea lord supplies a statement
showing the effect of excessive drink-
ing on the output of work as regards
shipbuilding repairs and munitions of
war. which is being carried out by con-
tract for the admiralty. Admiral Tu-
dor says.
"Briefly the position is that now that
while the countrv is at war the men are
doing less work than would be regarded
as an ordinary week's work under nor-
mal conditions. Thus the problem is not
how to get the workmen to increase
their normal peace output but now to
get them to do an ordinary day's work.

miral Tudor says. 1M fitters employed
on submarine engine work did the
equivalent of a full week's work of i

Clyde in his report says:
"In the ship yards last week where
a warship was under repair the work
on the inner bottom of the ship was so
rouiv carriea out as to suggest at once
on inspection that it could not have
been done by men who were sober. It
was dangerous and had to be con-
demned. '

"The condition of the labor is de-
plorable and the men are in the most
uncertain and undefendable state. This
is so serious that any time the it-hole
of the shipbuilding work on the Tyne
may come to a standstill."

The director of transport reported
that "the work of transport is being
conducted under serious difficulties."
"The workmen." the director con-
tinued "rapidly are becoming absolute-
1 out of hand. Yesterday the c-ew of
a transport deserted. The same thing
happened the day before. Firemen go
aboard the transports drunk making.it
