Fuesday afternoon consulted with
Engineer O'Neal regarding the eon- 1
struetion of the sewer disposal plant
am) decided to change the plan of
construction of same to advertizing I
for bids rather than building same
by cost plus plan. Mr O'Neal con-
tracted with the old council to con-
struct the plant using his machinery
and supervising the work for 12 V2
! per cent of the cost price. This he
I estimated all told would be approx-
imately $25000.
When the proposal was first put
up to him Mr. O'Neal object' d to the
plan of advertising for bids claim
lag In* had a contract for construc-
tion of same and that announcement
of same had been made through
newspapers and trade journals.
However when Mayor Todd read a
letter from him in which he proposed
to superintend the construction work
for 71 ■_> per cent of the cost price
and allow the city to receive bids for
the work he agreed to live up to
the terms of the letter and agreed to
prepare plans and specifications for
the work.
Mr. O'Neal stated that practically
all the material has been bought for
the job. and in advertising for bids
this fact will he made known. The
city attorney was instructed to act
with Mr. O’Neal in preparing plans
and specifications.
Tt is the plan of the council to
have the contractor who gets the job
make bond for completion of the
work in first class style.
The matter of plumbers leaving
open and poorly filled ditches In the
streets was a subject of discussion
and a resolution was passed author-
izing prosecution for all such of-
fenses.

MOW YORK. April 25.—Whole-
sale calling off of college athletics
in the I'nited States since this
country and Germany decided to
fight it out is a doubtful method of
helping the nation prepare for its
struggle. Depriving the country’s
voting men of their opportunity for
physical competition and a conse-
quent slack in upbuilding of tissue
and health hardly seems the way to
get them ready to join any branch
of fighting forces.
Major General Leonard Wood
tile foremost military figure in the
country is a strong supporter of
athletics in every form. He believes
in tin- games because they build
strong bodies clean minds and
fearless character. There are others
who want to see a certain percentage
of athletics continue.
The Penn relay meet lias not been i
called off. It has been stated by j
athletic authorities at Pennsylvania j
university that the meet will be;
turned into a magnificent patriotic j
demonstration as well as a gather-!
iug ot some of the naliou's mostj
prominent athletes.
Harvard Cornell and Michigan
universities however have giveu no-
tice they will not send teams to the
competition this year. As they are
three of tho most important
schools who send teams to competi-
tions of this kind the meet will suf-
fer from their absence. The moot
itself should prove howover. that
athletics are a necessary part of
preparation for military service.
In addition to the physical value
of athletics there will bo another
value in the fact that college games
and the happy spirit that goes with
them will serve to take a strain off
the nerves of thousands. Diversion
will be greatly needed in the days to
come. Athletics should be nllowed
to play their part.
The continuation of these games
should not halt enlistments. When
these men are ueeded they will be
found ready. Many of them have
offered their services. Too many
men able to take part in competi-
tions for tho sports to suffer thru
the drafting of a few hundred. Ath-
letics can continue if the colleges
will permit it.

library staff is informed and at-
tentive. it will go to any pains
most willingly to put the resources

o it in such a way that being
a thirst for information they turn
to it as naturally as a dry man
tt rns to a water faucet.
“The library habit is one of the
best that any person can form.
There should be a more strenuous
effort to inculcate it. Meantime
