WINTER GIRL HAS SMART ENSEMBLE
By MME. LISBETH
“Trimnrng to the hack” is the new
slogan in sartorial circles. After a
more 0r less lengthy period of aprons
fullness etc. in the front we will now
tear them off and attach them to the
rear. \\ ell change is inevitable and
often beneficial although it would
seem to the practical mind that an
upright position is the only one left
us without spoiling our decorations.
Maybe it’s a conspiracy on the part of
the dressmakers to make us buy more
clothes who knows.
The afternoon frock pictured gives
us the Paris version of back trimming.
The frock is a black flat crepe crea-
tion and the back trimming consists
of a white satin panel over which the
tunic buttons at the waistline with
three buttons. The tunic has a gath-
ered fullness posed on the side long
sleeves rolled collar with streamers.
Leather trimmings on the collar cuffs
and streamers are other unusual fea-
tures of this dress.
Back fullness is another version of
this backward movement. ' Doucet
uses box pleats stitched at the top
only for back skirt fullness and the
same lvotif on the bodice which is
bloused* and confined at the hips by a
tight belt. Back treatments are not
shown to the exclusion of front treat-
ments however. They are offered in
decidedly different guise from the for-
mer. And a frock is frequently seen
that features both back and front
trimmings. Intricately cut sections
that suggest yokes at back and front
at the shoulders are noted he yoke
often very deep. One interesting ex-
ample of this was seen in a frock
wherein the yoke terminating in a
point seemed to catch up fullness at
the center back of th’e skirt giving a
dVaped effect.

ENGINEER NAY
BE SENT HERE
Drainage Problems of
Valley Not Unusual
Scoates Says
“Wherever water is put on land it has
to he drained off. and the drainage
rr'ohlems of the Valley are no worse
than those of other sections and can
He solved.” is the verdict of D. Scoates
head of the agricultural engineering de-
partment of Texas A. & M. college who
left here this morning with a party of
U. S. engineers for Hidalgo.
The engineers are in the Valley mak-
ing a general survey of the drainage
situation with a view to carrying on
further work in this line. They will be
in San Bervito Wednesday and will
snend the remainder of the week in
the Valiev.
“If conditions in the Valley warrant
it and if the people here desre the
department of agriculture will probably
put a man “here to aid in drainage prob-
lems” Mr. Scoates said.
‘Such a step would serve two pur-
poses. It would help the people of the
Valley to carry out their drainage work
in a satisfactory manner as they would
have the benefit of the engineer’s ad-
vice and it would help other sections
as the result of irrigation' and drainage
here could be taken as a criterion for
future action.”
Mr. Scoates mentioned that .drainage
work was done by the U. S. depart-
ment of agriculture here a number* of
years ago stating that the work then
consisted in the main of work with tile
drainage.
JThe A. & M. engineer' was here along
with S. H.' McGrory and W. W. Mc-
Laughlin both of the U. S. department
of agriculture division of engineering
and considered among the foremost en-
gineers in the line of j^rainage work in
the country.
Several other engineers were in the
party which left here this morning for
San BenPo. •
“We will hold a conference before
leaving the Valiev’” Mr. Scoates said
“and will decide whether to recopimend
an engineer in the Valley. "The maps
and other material which have been as-
sembled on drainage work in the Val-
ley will all be looked oyer and some
field work will be done.”
Mr. ^coates voiced the opinion that
it is possible to drain any of the land
in the Valley in order to prevent its
salting or in" order to take out salt
where the land is already salty. The en-
gineers looked over El Jardin drainage
work yesterday going over the plans
of the survey being made there by
Charles P. Williams former U. S. re-
clamation^ engineers who has l^en em-
ployed by the El Jardin irrigation and
drainage district.
