Sugar Rationing
Regulations Given
WASHINGTON, Apr. 25. — Issu-
ance of Rationing order No. 3, which
sets forth the regulations for sugar
rationing to induvidual consumers
and trade users, as well as quotas
allowed industrial and institutional
users, was announced today by GPA.
Consumers, who will register and
obtain their ration books in elemen-
tary adhodlsp throughout the country
On May 4, 5, 6 or 7, may purchase
one pound of sugar with each one of
the first four stamps in i their ration
books. Stamp No. 1 will be valid
from May 5 to May 16, stamp No. 2
from May 17 to May 30, stamp No. 3
from May 31 until June 13. and. stamp

portation difficulties find it a hard-
ship to buy sugar in 'the quantities al-
lowed during each ration period; Such
a consumer may apply to his ration
board for a certificate authorizing
him to purchase at one time the to-
tal amount of sugar to which he
would be eligible during four weeks.
Efforts have been made by OPA
not 'to disturb the traditional ar-
rangement of sugar cant or beet
growers who have in tne past taken
part payment in refined sugar for
the crops 1 sold for processing. Such
growers may apply to their rationing
boards for certificates authorizing
them to take delivery of a miximum
of 25 pounds for each member of a
family unit. They must, however,
surrender their war ration books.
Consumers who by reason of ill-
ness require more sugar than the
normal allowance may apply to their
local boards for' the additional quan-
tity required. The special applica-
tion form for the purpose must be
accompanied by a doctor’s certificate
stating the amount of sugar required
and explaining why the additional
sugar is needed. '
Consideration is given to the prob-
lem of loss of rav. books by con-
sumers, "We have tried to reduce as
much as possible hardship in the case
of legitimate loss. On the other
hand, it was necessary to draw the
regulations in such a manner, as to
avoid an epidemic of losses,” ORA of-
ficials said.
Under the regulations, consumers
may apply to local boards for ration
books to replace those lost or destroy-
ed, but replacements will not be made
until after two months from the date
of the application. "To make a false
application," it was pointed out, “Is a
criminal offense."

Restaurahts and other food ser-
vices will be able to obtain fifty
per cent of the amount of sugar used
during the corresponding month last
year, or the amount used during:
March’1942, while bakers, manufac-
turers of confectionery, ice cream,
dairy products, preserves; bottled bev-
erages, desserts and other specialties
will be entitled to an allotment of
70 per cent of (past use.
Under the regulations, one adult
member of each family unit should
register for all members of the fam-
ily.

of a family unit should register for
themselves. Consumers not members
of a' family are not eligble for regis-
tration while confined in a "public
or private hospital, asylum, prison or
similar institution.
Specialprovisions ire made for
