of E. R Elfers. assistant district at-
torney was forced by the violator
himself. According to Mr. Elfers.
disregard for laws governing use of
10-day permits had reached the stage
of being a joke in the opinion of
those attempting to get by with art
illegal passport. Immigration offi-
cers suggest that persons attempting
ykesmiths might feel restraint if jey
knew that a ipvimwm penalty of 20
years in the federal penitentiary a
fine of SSS.OOO. or both. Is fixed for
anyone found guilty of such a
charge.
Orders for vigorous enforcement of
Immigration laws with especial re-
gard to the 10-day permit were is-
sued three weeks ago. The first
day's campaigning resulted in the
.iHng of more than 2i persons who
had crossed or attempted to cross the
border on permits issued to others.
All were warned and permitted to go.
Each day for two weeks saw a repe-
tition of the first day's occurrence.
Warnings were still issued.

Procedure is simple. JL nervous in-
dividual presents bis border card.
His nervousness exeftes the suspicion
of the immigration officer and the
Individual Is invited to step off the
ear for a moment. He is led Into a
room.

As a rule there Is hesitancy. Most
of the time the Individual without
signing admits that he Is using a
borrowed card.

rubber stamp being so cleverly forged
as to make detection almost impossi
ble haa been found.
Less trouble comes from the hold
ers of permanent cards on which the
picture of the bearer has been placed.
It is almost Impossible to alter or
tamper such an instrument without
It being detected and the unfailing
rule at the bridge has been to arrest
any person found in possession of
such an altered card.
The big; majority of persons using
a -borrowed border card adopted that
method to escape the Inconvenience
of a vl!it to tho chamber of com-
merce and because stocks of cards
are carried i.y many bell boys and
service car driers. immigration of-
ficers iav. Tne bMlhop and taxi

get many 10-day passports left by
tourlsts.

port?" is a common request ad-
dressed to bellhops-
