Dear Mr. Martin: I have received your letter of the 30th ultmo enclosing pros-
pectus of the Citizens Building A Loan Association which you have just organized, and
have read same with much interest and satisfaction.
About a month ago your Mr. E. L Wells told me of this contemplated enter-
prise and I was quite surprised to to learn from him that up to that time your city had
no building and loan association.
I know of no more useful agency than an organization of this character in
community advancement. It encourages home building and home owing, on the part
of wage earners and othera who would otherwise continue to be renters. ’ Then again,
it furnishes an attractive investment opportunity for purchasers of the stock. I might
say that investments in stock of this kind here In Texarkana have been so profitable
that our Associations have placed a limit upon the amount of stock any one person
may subscribe for.
The funds of these associations are loaned only on real estate security and the
losses sustained are very nominal. The firt month after a loan is made a reduction
of the principal begins and thus the security keeps constantly improving by reason
of the installment payments.
As a combined investment and savings proposition, especially for those having
monthly incomes, I know of nothing better. The fine imposed for failure to meet
a monthly payment is an incentive to promptness and many persons by paying these
small monthly sums on their stock accumulates a round amount for definite use
at a fixed time.
Such an association makes loans of a character that banks cannot well handle
and in fact are helpful to the banks in relieving them of certain demands of the-com-
munity which should be supplied but which are really outside of the scope of the
banking business.
I have personally been an investor in building and loan company's shares for
many years and I am now making payments of 8110.00 a month on such shares. This
is perhaps the best evidence of my faith in these associations.

For over thirty years Texarkana has had well managed Building & Loan Associa-
tions in successful operation. During that period they have had ample time to dem-
onstrate what Building and Loan Associations so conducted can accomplish in the
way of town bundng and in the way of making profits for their shareholders. They
have been important factors in the upbuilding of Texarkana and in the building up
of financial independence and a spirit of thrift on the part of its citizens. The fol-
lowing letter to one of the organizers of the Citizens Building & Loan Association
of Marshall is from the leading banker of Texarkana. It gives his estimate of Build-
ing and Loan Associations and of their effect on the city and citizens, where they
are conducted.
