in passing the water and sewer rates without more study
and more public input. Several of those on the council
• admit they pulled the trigger too quickly when they took
' note of the $80,000 projected deficit for 1976. They admit to
jumping the gun.
Still, that’s no reason to transform them from heroes
into bums.
Instead, let’s help them and the city by coming up with
a better plan. If everyone who jeered and shouted at
Thursday’s meeting would spend a few hours working on
a plan to erase the deficit without drowning us all, we’d
all be better off.

My husband and I would
like to express our thanks
to the Police and Volunteer
Fire Departments for their
prompt and efficient re-
action to the accident at
our place of business.
The response time was
short (less than 5 minutes)
and when they arrived
there was genuine concern
for the injured man and his
family. In our opinion Allen
has the best public service
And in some cases, it’s learned that the
top five or so names on a chain letter list
are aliases of the same individual,
making that person the only one who
would profit from the letter.
Our attorneys point out that such chain
letters are against the law whenever
anything of value (such as money, bonds,
etc.) is involved. And not only the
originator but all participants could be
found guilty of a Class B misdemeanor
under the Texas Penal Code. Such
offenses are punishable by a fine of $1,000
will be sent to him, according to promises
made in the letter.
But the chance that “endless chains,”
such as chain letters, will be profitable is
virtually nonexistent unless you are one
of the early participants. After about six
progressions of a chain letter, twice the
population of Texas would have to be
involved for it to be successful, a very
unlikely occurence.

The new chain letters in which the
letter and list of participants are
hand-delivered is an attempt to get
around U.S. Postal prohibitions against
using the mails for such schemes, which
are considered “lotteries,” and therefore,
illegal.
However, since the bonds and money
orders are sent by mail, the current chain
letters still are against federal postal
statutes. Persons who violate these laws
could be punishable by a $1,000 fine or
two years in prison or both for a first
offense, and up to five years in prison for
a succeeding offense.
Postal inspectors and our attorneys
point out, however, that chain letters in
which money, bonds, money orders,

checks, and other items of value are NOT
involved are not illegal. Thus, chain
letters in which prayers, poems, recipes,
and other similar items are exchanged
are not affected.
The U.S. Treasury Department has
recently authorized banks to refuse to sell
bonds to individuals for use in an illegal
purpose such as chain letters, and several
banks have indicated to our Consumer
Protection Division that they have
already exercised this authority.
If you are contacted to participate in
such chain letter schemes, notify the
Attorney Genral’s Consumer Protection
Division, your district or county attorney,
or the U.S. Post Office immediately if
there is any question whether or not the
letter is illegal.
