politicians are determined to pre-
vent the reconstruction of Ger-
man industry, trade and finance.
The so-called “reparation” fi-
gures were purposely put beyond
the ability of the German Repub-
lic to pay.
Any sum that Germany could
pay would be paid, no matter at
what sacrifice. And that is ex-
actly what the French imperial-
ists did not want.
They wanted a pretext to use
their army, to invade and sub-
jugate ami then annex German
territory, to play over again the
role of conqueror and spoiler at-
tempted by Louis XIV and Na-
poleon.
If a figure had been fixed with-
in the ability of the German
people to pay, then the French
would have had no pretext for
invading Germany, for seizing
German territory, for strangling
the reviving industries of Ger-
many.
Had Germany been able to pay
fifty billion dollars, the repara-
tions sum would have been fixed
at seventy-five billions. Had Ger-
many been able to pay seventy-
five billion dollars, the sum
would have been fixed at a hun-
dred billion dollars.
The French do not want Ger-
many to pay, and then to go to
recover.
They want to rob Germany by
force, to invade Germany, to
quarter their soldiers black and
white upon the German people.

Our Government solemnly and
publicly, in the face of the whole
world, promised the German
people tht if they would cease
fighting, expel the Kaiser ami set
up a republican form of govern-
ment .they should not be punish-
ed with “punitive indemnities,”
should not have German terri-
tory taken from them, and should
have the sympathy and aid of
America and of the Allies in re-
constructing their industries, and
in making firm and strong foun-
dations and walls of their new
edifice of democratic government.
That promise was made repeat-
edly. It was endorsed by the
Allied Premier. It was as really
and truly a treaty as any ever
signed and ratified. And the fact
that the Allied Premiers and
President Wilson joined in mak-
ing “this solemn pledge” a
“scrap fo paper” does not and
cannot alter this fact that the
good faith of America was so
pledged and that our good faith
and repute are both stained and
dishonored by repudiating the
pledge which we gave to the Ger-
man people and upon which they
surrendered.
No casuistry, no jingo rant, no
excuses can hide the naked truth

building be erected and used as
a meeting place and headquarters <

A committee was appointed by
the chair to meet with the Le-
gion at its next meeting and as-
sure them that if a feasible plan
could be worked out the Leagu
would co-operate in every way.—
