or the design for a manufactured commodity. If it is practical for individuals
to plan the many human activities and enterprises for modern urban living, it
seems obviously essential to plan ahead for the City's future. To meet the
objective there must be an orderly physical arrangement of its building areas;
highways and streets; parks and recreational grounds; schools and public build-
ing sites; and such other public facilities as are necessary to economically and
efficiently serve the land areas to be used by the citizens. It is equally
essential to set out the administrative mediums and processes to insure the pro-
vision and harmonious arrangement of such necessary physical improvements. The
correlation and outlining of all such elements of planning and procedures make
up the Comprehensive Plan.
For the Plan to be comprehensive, the proposals and procedures that relate to
a particular element or subject treated must necessarily be interrelated and
appropriately coordinated with each of the other elements. Essentially, the
Plan first sets out the basic economic and social foundation and physical
