and burdensome public works programs. The Municipality, other public agencies,
industrial enterprises and individual citizens must and will spend great sums of
money normally for improvements and maintenance of facilities each year, regard-
less of the degree or rapidity of growth and expansion. The provisions of the
Plan and its recommended improvements can be carried out over the years in the
natural course of the City's development. Some of the Plan's elements may be
activated and carried out very soon, while others will necessarily be left for
accomplishment in later years as the need for them is apparent and revenue
becomes available. There will unquestionably be changes in the City's structure,
through changing technology and ideas, for the future cannot be seen with cer-
tainty. Therefore, the Plan should not be so rigid that it cannot be properly
adjusted to take into account such changes. However, to permit the Community
to grow and develop without a planned program of essential improvements can
result only in chaos. From an economic and business point of view, the problem
of whether or not the City can afford a comprehensive planning program gives -
way to the question of whether the City can afford to do without one.5
