RE: Report of Subcommittee on des-
crimination at UTMB
Dear Mr. Kempner:
At the September 1, 1971 meeting of the Human Relations Com-
mission, Mr. Gerald Stanton presented the case of Mrs. Phoebe
Fields' experience in seeking employment at UTMB as evidence
of discrimination. I was asked to investigate the matter. As a
result of a number of meetings with Mr. Hoxie and Mr. Jannasch
and his staff in the Personnel Division, the two enclosed letters
are submitted.
It appears to me that there are two main issues: 1) Was Mrs.
Fields' application for clerical appointment improperly handled
and if so was this due to racial discrimination? and 2) Is UTMB
quilty of a broader (than the Fields' case) policy of racial dis-
crimination ?
The answer to #1 is partially evident in Mr. Hoxie's letter. There
was indeed one irregularity in the interviewing process which has
since been corrected. There was a long period during which Mrs.
Fields was interviewed by various people and did not win an ap-
pointment in competition with other candidates. There are a host of
factors that enter into the selection of a clerical worker and I do
not see that we can identify racism as a factor in this case.
The letter from Mr. Jannasch addresses question #2. In my judge-
ment the Commission can evaluate the propriety of UTMB's posture__j -
