docket of said court 44,517 against the
said John R. Conboy and Thomas Con-
boy, defendants, and allegging, in sub-
stance, as follows:
That the following described prop-
erty, to-wit: Lot 7 in S. E. 1/4 of Out-
lot 13, appears on the assessment rolls
of the City of Galveston, Texas, in the
name of Julia McCormick from whose
Estate defendants by partition among
the heirs became the owners of the
hereinabove described tract of land and
on Oct., 1927, expressly, assumed and
agreed to pay the assessment for the
paving herein described. That by city
ordinance duly passed the contract for
paving in front of said property, and
other property on 31st Street between
the intersections of Avenue J and Sea-
wall Boulevard, was awarded to the
plaintiff and that the costs of the pav-
ing in front of the property aforesaid
was 5504.24 and which was assessed
against the said. Julia McCormick per-
sonally and against the said property
above described, and which amount
so assessed against said property
should constitute personal liability of
the owner and a first and prior lien
upon said property except lawful ad
valorem City, County and State taxes
and that thereafter the City of Gal-
veston issued to plaintiff a certificate
as provided by the Charter of the City
of Galveston and which certifies that
that by virtue thereof said assessment
was levied against said property and
against defendants and was payable on
the 2nd day of April, 1926, together
with interest thereon from said date
at the rate of 7% per annum; that de-
fendants failed and refused to pay any
part of said assessment to plaintiff’s
damage in the sum of 5504.24, and that
it became necessary to place said cer-
tificate in the hands of an attorney
for collection to be sued upon in court
and thereby attorney’s fees have been
incurred by the plaintiff in the sum of
575.00, as provided by said Ordinance
and said Certificate. WHEREFORE,
plaintiff sues and prays for judgment
tor amount of said assessment with in-
terest and attorney’s fees and for a
foreclosure of the lien upon said prop-
erty, for costs of suit, etc., as is more
fully set forth in said petition now on

Washington, D. C.—Greater attention
is being given to dependent children by
the American people, according to Miss
Grace Abbott, chief of the Federal Chil-
dren’s Bureau.
More than $32,400,000 is being annual-
ly expended for these children, said Miss
Abbott.
State and municipal aid to mothers and
the family, the increasing economic op-
portunities of a mother to earn a living
when the family support is withdrawn,
and other social factors tend to fasten
the ideal of safeguarding the family from
disintegration.
I he trend of social thinking toward
the preservation of the home through aid
to dependent children is an illustration
of the general movement toward a scien-
tific approach to the problems of the
child, said Miss Abbott.
