The evidence clearly points to the fact that Texas
r needs more and better highways and roads.
For many years, Texas has been justified in claim-
ing that we have in this state one of the best, if not the
best, highway systems in the nation. That is still true.
It is equally true, however, that fast-growing traffic
— - has outgrown our highways. We must have not only
more miles of highways, but also better-constructed and
wider highways to accommodate today’s motor vehicles.
The Highway Department, after making a study
of the situation, concluded that it will take an additional
$100 millinn per year for the next ten years to bring
our highway system up to standard.

First, traffic volumes have increased beyond all
expectations during the last decade. Second, we fell be-
hind in highway work during the war and have never
caught up. Third, inflation has cut in half the work that
a highway dollar will do.
The responsibility for additional revenue
n the Texas Legislature. Where the money
comes from is a difficult problem that must be solved.
It seems moot likely that the increase in revenue
will be derived either from an Increase in gasoline tax,
or in registration fees, or both.
Thera are, however, other sources which might be
tapped by the lawmakers.
It is never easy to put an additional tax burden upon
the people—but where roads are concerned, the outlay
can be reasonably described as an investment rather
than as an expense.
Good roads help to create wealth.
Old-timers can remember when most wealth was
located along railroad lines which gave business and
industry the shipping they required.
Today business and industry can live happily away
from the rails — if roads are adequate for motor trans-
portation. Thus roads have opened up whole new areas
to the development of new and profitable enterprises. "
Many towns exist and thrive today because good
roads lead to them and give them access to markets for
their products aft well as a means of receiving their
necessities.
An adequate highway system is one of the factors
that must bo present if Texas continues to grow and
prosper. That being so, good roads are worth what they
coot. .
