Tie Texas A&M University System BoarJ of Direciors College Salion, Texas, 77843 April 29, 1966 Mr. Harris Kempner Kempner Cotton Company Galveston, Texas Dear Mr. Kempner : The Board of Directors of the Texas A&M University System, recognizing the continuing importance of agriculture to the economy of Texas, its increasing complexity, and the state-wide responsibility of Texas A&M to the industry, has directed that a comprehensive study by agricultural industry leaders be made of agriculture in our state. To develop plans for the study a steering committee of sixteen men, who represent the broad agri- cultural industry in Texas, has met and solidly endorsed that such a study be made. It is hoped this study will represent the completely free and independent viewpoints of agricultural industry leaders. The Texas A&M University staff stands ready to assist in this study in any way possible. It is expected that the study will be completed by the end of this calendar year. This letter is to invite you to serve as a member of the group of leading citizens who will make the study. We hope it will be possible for you to accept this invitation, and I look forward to your favorable response. Please reply on or before May 15 as we hope the initial meeting of the study group can be scheduled for late June 1966. Please address your reply to me at Texas A&M University, College Station, Texas. Sincerely yours, H . Heldenfels, Presi t Board of Directors

A blind carbon copy is sent to Mr. E. W. Cook where Mr. Kempner admits he has no idea what he just signed up for, but figured it would look good for the cotton business.
