Last week at the State Capitol, the state of the economy was a
theme woven into various political fabrics: some state agencies are
asking for more money, a telephone company requested for a record
rate hike, Texas wants more federal dollars for alien education
costs.
And various candidates are gearing up to make the economy
perhaps the most important issue in the November general elec-
tion.
Whether right or wrong, the Democrats plan to hang the reces-
sion and high jobless rate around the necks of Reagan and other
assorted Republicans.
And right or wrong, the GOP is saying the recession was in-
herited and caused by liberal Democrats.
Complicating matters for state government candidates is the fact
that Congress is expected to approve a new budget containing over
