Palestine, Texas Feb. 11.—The re-
sult of the investigation of the court
of inquiry and arrest of five men of
this city, charged with paying the poll
taxes of negroes, has caused much
comment, and local political circles are
stirred up more than they have been
in yeari.
All parties arrested are out on bond-
in the sum of 8750. , and Hon. Ned
Morris has been retained to assist
County Attorney U. M. Kay in tho
prosecution. The cases have been set
for the 18th of this month in the coun-
ty court, which court. Is now in ses-
sion.
From the evidence secured It would
seem that a systematic arrangement
had been made to furnish money with
which to pay poll taxes of negroes. The
story was that a certain individual,
whore Identity was known, was
secreted in the closeted rear of the
premises'(a certain saloon), wearing a
mask, and that negroes who were be-
ing directed to him by other Individuals
were being handed 82-75 in cash—11
with which to pay a city poll tax. and
81.76 to pay the, county tax. The work
was being done with system, and mush
secrecy. Certain negroes wero em-
ployed as agents to look up other
negroes, nscertain how they would vote
in cae they were qualified to do so.
If they were found to be all .right they
were furnished a slip of paper on
which a certain mark wan placed.
They were then directed to go to this
certain place, get the money and pay
th« taxs necessary to qualify as
voters. After obtaining the money
the would-be* voter was shadowed to
see that he followed out instructions.
When he obtained his recelvte, he
brought them to a certain place, and
a certain man accepted them, with the
■lip of identification. Their number®
and the holders name were regstered,
after which the receipts were Returned
to the holder to keep until the day of
the election.
The rive men arrested are well known
hore. Three of them are white men
and two are negroes. One of the col-
ored gents is a doctor, while the other
runs a beer joint.
George Harris, who was indicted on
twenty-three counts, is prominent in
business and goclal olrcles. while the
other two white men ar6 well known.
Mr. Harris returned yesterday morn-
Ing from' Houston where he had been
for a couple of days.

for the past several years', has left for
