response to the Legion’s quest hasbeen
highly gratifying and its policy has
been accorded support from many
sources. Senator Henry Cabot Lodge,

relations and a member of the Ameri-

of 1921, expressed the idea that similar
limitations to those of 1921 should ap-
ply toi aircraft programs, providing
