Our mission, says Dr. Cintron, “was
to improve the quality of their citrus to
meet international standards and in this
way take advantage of the opening in the
market.”
“We made three trips on this
particular project, and their production
has experienced an eight-fold increase
since I first went in 1972. The
possibilities look fine,” he says.
Another project in Paraguay was of
similar nature, the horticulturist says.
“We went to Asuncion last April to
design a program to help small
farmers.”
Cintron explains the traditional,
small-farm crop in Paraguay has been
cotton. “Twenty years ago, a subsistance
farmer with five acreas of land could
make it, growing his own food and
selling cotton for a little profit. With soil
depletion, land erosion and the need for
a higher income, the farmer’s demands
cannot be met,” Cintron explains.
“We have started them on a shift to
new crops, to fruits and vegetables that
will be marketable for greater per capita
income,” Cintron says. “This is a
long-term solution. But there are still
other problems besides the horticultural
ones.”
“The main problem is marketing.
When you have to make a thousand
mile river run to get your crops to
market you run into problems. Just as
when your farm is 30 or 40 miles from
the nearest highway. Logic will tell you
that you can suggest all the fruits that
can be grown, then you can increase
their yield, but you are of no help unless
the grower can sell. There is a limit to *
how many tons of tomatoes you can sell
in the markets of Paraguay,” says
Cintron.
“There are other problems too. A
lack of natural resources is one. The
country is perfect for pineapples. In fact,
that is where they originated. The fruit
lends itself well to canning, but there are
no resources for the canning process,”
Cintron says. “The can costs them so
much, they can’t compete on the world
market.”

market where no market exists? And
how to tell an Indian to use herbicide
equipment? These are the sort of
problems we face.”
Dr. Cintron is the right man to have
working on your horticulture problems.
“He is a unique individual with
down-to-earth wisdom in respect to
citrus management,” says Dr. Chan
Connlly, director of the Weslaco Texas
A&M Agricultural Expansion Center.
“Dr. Cintron was instrumental in
obtaining the funding for the con-
struction of Hoblitzelle auditorium in
1972, and he now serves as a very
valuable member of a five-man
management team for Hoblitzelle Farms.
We are very fortunate in having Dr.
Cintron’s input,” Connally says.
Connally continues, “Dr. Cintron’s
lifetime of experience convers all aspects
of citrus research, production, packing
and marketing. For many years, he
served as chairman of the citrus
sub-committee of the Texas A&M
University Research Advisory Committee
and as Texas representative on the
USDA citrus Advisory Committee,
reviewing all research efforts at the
national level.
“He helped organize and was a
member of the Board of Directors of the
Texas Citrus Mutual and of the Texas
Citrus Marketing Committee. He is a
highly-awarded member of the American
Society for Horticultural Sciences, the
California Avocado Society, the Rio
Grande Valley Horticultural Society and
the Gamma Sigma Delta Honor Society.
He is a specialist.”
Dr. Cintron is a specialist, indeed.
And he’s our neighbor.
