takes office as president of that re-
public on December 1 if John A Hap.
per representative of the chamber of
commerce in Washington interprets
the attitude of the state department
correctly. In a letter which the
chamber of commerce receiTed Mon-
day from Happer. he says there is
fear in Washington that Gen. Obregon
might not feel disposed to carry out
all promises made by provisional
president Adolph de la Hnerta. It is
the belief of the state department
that a statement given out in El Paso
last week by the Mexican consul gen
eral here Luis Monte de Oca.
for local consumption. The statement
said that Mexico would not accept
conditional recognition.
The stats department is disap
pointed according- to Banner at the
failure of the Mexican government to
carry out their part of a formal agree-
ment in regard to the ownership of
the subsoil and the complaints of
American citizens and other foreign
ers owning property in Mexico. Un-
til Mexico makes satisfactory guar-
antees in regard to these things Mex-
ico will not be recognized is the
chamber of commerce representative's
report.
A definite announcement about the
removal of passport restrictions is
expected Wednesday. Happer said
the border permit situation had been
refeiied to assistant secretary of the
treasury Davis who until monaay was
on vacation.

organisations under one head. Train

The advancement of passenger
feres of 50 per cent on first class and
20 per cent on second class fares went
into effect on the tenth of this month
on all government controlled rail-
midi in Mexico. The increase will
add several hundreds of thousands of
dollars to the monthly earnings of the
roads.

pecially enthusiastic about staying ia

easy task in many respects but the
hard part of it will be to get com-
petent persons to come to Washing-
tea to replace those who are every
day resigning to enter the business

ments have already given evidence of
their ability to cut down their pay-
rolls but when ic is all said and done

Two new railroads are projected for
the state of Coahuila. Que lino is to
lie built from Del Rio to Villa Alienee
and another from Gomez Farias to
Concepeion del Oro and XaxrptL con-
necting with the old Mexican -Central
line at Camacho. The Msstpil Copper
company operates a private railroad
from SaKUlo to Its mines at Oenoes-
cion del Oro and the proposed new
government line wtU traverse some
of the ssaae territory bat wiU give
additional railroad facilities to other
mining regions ia that vicinity of the
stats.

What is said to ho the first experi-
ment tn cotton growing la Nuevo
Leon was begun this year oa a ranch
near Monterey. Eight hundred acres
were planted the work being does
under the supervision at an agricul-
tural expert from the United States.
Most of the weed was of the short
staple variety. It is expected the
whale crop can be marketed in Mex-
ico possibly in Monterey where
there are a number of cotton rallla.

TO NEED AID
OF AMERICA
Elbassan Albania. Nov. 15. One of
the cheering sights that greets the
American visitor to Albania Is the
American flag. In all the larger
towns the stars and stripes may be
seen side by side with the colors of
Albania.
Thls is the outgrowth of the work
of the American Red Cross which es-
tablished hospitals and orphanages in
the principal towna. Most of the
American relief workers have now
withdrawn but the native Albanians
have kept the American colors flying
as evidence of their appreciation and
gratitude to their benefactors.
Italy's action in withdrawing from
Albania has given fresh impetus and
strength to the Albanian yearning for
complete independence and freedom
from foreign protectorates or man-
dates But the country ts scarcely
strong enough to stand alone. She
needs the aid of England or America
to enable her to become a self sup-
porting self governing state.
The country is extremely primi-
tive. There is not a single mile of
passenger railroad not a telegraph
wire not a mile of good Highways
not a newspaper or a postoffice. It
required eight days for the Associated
Press correspondent to travel from
Scutari to Korltxa. about 12S miles.
The journey had to be made on horse-
back which is the only form of con-
veyance outside of the immemorial
oxcart.
