NATIONAL SPECIAL GIFTS & MOVIE
CAMPAIGN
In an effort to broaden and increase the fin-
ancial support of the Conference a double-
barrelled effort is now underway. For
several years the total income of the NCCJ
has hovered close to the 3 million dollar
mark, while program services have been ex-
panded.
Moreover, the number of gifts have remained
about the same. The Conference has many
faithful friends, but it needs more. Hence,
the effort to obtain additional support through
the National Special Gifts Campaign under the
leadership of EARL B. SCHWULST, Board
Chairman of the Bowery Savings Bank of
New York. (see inside)
Hence, too, the effort to enlist a large number
of small gifts through the Movie Campaign
which will be led by Leslie R. Schwartz, Pres-
ident of Century Theaters, Inc. (inside)
Assisting Mr. Schwulst in his campaign in
our region will be Frank Betts, President of
the American Nat'l Bank of Beaumont,
Howard Tellepsen, Melvin Rouff and Harry
B. Gordon, of Houston. Others will be en-
listed as the campaign develops.

Lt. Harry Caldwell, Houston P. D. received travel grant
from Tad Van Brunt, representing the Cosmopolitan Club
and a tuition grant from E. R. McWilliams, Director of
NCCJ to attend workshop on Police-Community Relations
at Michigan State University, May 19-24.INTER - RELIGIOUS DIALOGUE
The Conference nationally is promoting a
continuing dialogue on RELIGIOUS FREE -
DOM AND PUBLIC AFFAIRS. Made
possible by a grant from the Ford Founda-
tion, the goal of the program is to raise the
general level of public discussion and under-
standing among religious groups differing
on issues of public concern.
In keeping with this emphasis, the Houston
Chapter of the NCCJ has initiated two dialogue
groups; one for laymen, and one for clergy.
These have been meeting each month since
last November. Other groups will be organized
soon.

Your Regional Director gave the keynote
address at the Second Annual Institute on
Police-Community Relations, sponsoredjointly
by the University of New Mexico and the
Albuquerque Chapter of NCCJ, on April 17.

Once again the NCCJ will cooperate with
40-odd colleges and universities in the summer
workshop program. Two of these workshops
will be held in Texas: Our Lady of the Lake
College, San Antonio, and Southern Methodist
University, Dallas. The Houston Region will
make tuition grants available to some who
will be attending one or the other of these
workshops. (see inside)

POLICE-COMMUNITY RELATIONS has
come to be an important part of the NCCJ
program emphasis. The 8th National Institute
will be held at Michigan State University this
month. (see inside)
The 6th Annual Institute on Police-Community
Relations, sponsored jointly by the Municipal
Police Training Division of A & M and the
Houston Region of NCCJ, will be held August
18-22.
An excellent program has been arranged and
a capacity attendance of Community and law-
enforcement people is anticipated. Many of
those attending will be on scholarships from

long and well. For many years he served as Catholic
Co-chairman of the Houston Chapter of the NCCJ, and
prior to that was interested and helpful. At the time of
his death he was serving as one of the three Regional
representatives on the National Board of the Conference.
His stimulating and wise counsel, and his genial presence
in our meetings will be sorely missed. However, his con-
tributions to religious understanding and intergroup good-
will will continue.J P (Jake) Hamblen
THE FOURTEENTH ANNUALBROTHER-
HOOD AWARDS DINNER, held on March14
with the Hon. W. L. Clayton as Honoree,
has been hailed as the best of the entire series.
Under the able leadership of Bob Smith, a
large and representative crowd was assembled
to hear the Honorable Brooks Hays, Washing-
ton; and to witness the presentation of the
Award by Judge Wilmer B. Hunt.
Truly this was an enjoyable occasion, and
to all of those who supported the Dinner
with reservations and attendance our special

Plans are already underway for the 15th Annual Dinner which will again be held in March 1964,
at approximately the same date.

The Third Annual Institute on LABOR, MANAGEMENT AND THE PUBLIC INTEREST, was
Held May 2-4 at the Center for Continuing Education at the University of Oklahoma. Better attend-
ance of Labor, Management and the Public, as well as heightened interest were evident.
