in its second edition today publish-
es a dispatch from Shanghai say-
ing: "It is reported upon trust-
worthy authority that Russia has
notified China unless the Man
churian convention is signed at an
early named date she will withdraw
the convention and substitute
harder terms in its place. Li Hung
Chang declares he is powerle;s to
resist and has appealed to the Unit-
ed States Great Britain Germany
and Japan to intervene in China's
behalf.

Pan-American Stamps
First of the sheets of the Pan-
American pan exhibition stamps
upon which the bureau of engraving
and printing in Washington has
been at work for four months have
been finished. The stamps are in
two colors and a sight of this latest
production of the bureau will make
the viewer a "stamp fiend" if he
harbors the least bit of philatelic
sentiment in his makeup.
The stamps for the Buffalo series
will be printed in sheets of 200 in
stead of 400. On each is a picture
of a railway train. The sheets will
dry in a week or ten days. Thau
they go to the presses again and
the border with the inscription
"Commemorative Series 1901"
etc. will be printed in red. This
series is the 2 cent variety. In all.
six kinds will be printed.

In accordance with the provis-
ions of the laws of the Stale of
Texas providing for Municipal
Elections an election is hereby or-
dered to be held in each of the
Four wards of this city as requir-
ed by law on Tuesday the 2nd. day
of April A. I). 1901 for the pur-
pose of electing the following offi-
cers to wit:
One Alderman for Ward No. 1.
One Alderman for Ward No. 2.
One Alderman for Ward No. 3.
One Alderman for Ward No. 4.
The said election will be held at
the following places:
1st. Ward. At the house of
Joaquin Trevino on St. Charles
street between Fourth and Fifth
streets. Presiding officer Louis
Kowalski.
2nd. Ward. Corner of Eliza-
beth and Tenth streets opposite
the post office building. Presid-j
ing officer Santos Valdes sr.
3rd. Ward. In City Hall.-
Presiding officer H. Reyes.
4th. Ward. In the Leahy build-
ing corner of Jefferson and Fif-
teenth streets. Presiding officer
J. I. P. Frauklin.
