Washington, D. C.—It has been an-
nounced by Director Edgar L. Warren
of the U. S. Conciliation Service that
in the future, with a few exceptions,
parties to labor disputes will have to
bear the arbitration expenses, includ-
ing a fee of from $50 to $100 daily for
the arbitration, plus travel expenses.
Formerly the Conciliation Service has
borne these fees.
The only exceptions would be made
where the existing contracts specifical-
ly provided for appointment of arbi- ,
tration service without cost to the
parties, and such clauses will not be
renewed in the future, Mr. Warren
stated. The “free” service was orig-
inally adopted to foster arbitration as
a means of settling industrial disputes,
according to the director.

LEGAL NOTICES

By AFL News Service.
Washington, D. C.—Fewer employ-
ment opportunities are open to young
workers today than a year ago, but
the whole youth employment situation
bears watching for it has many dan-
gerous potentialities, says the Chil-
dren’s Bureau of the Labor Depart-
ment.
“There is no evidence as yet that
we have made an appreciable headway
in regaining ground lost during the
war, when high school enrollment
dropped by a million,” said Katharine
F. Lenroot, the bureau’s chief. “Boys
and girls who left school then for
jobs have not returned to high school
classes. We are now confronted with
the possibility of idleness among the
Nation’s youth, with thousands in the
14- to 17-year-old group neither in
school, where most of them should be,
nor regularly employed.”

Washington, D. C.—On June 1 of
this year the number of persons work-
ing on farms was 4 per cent greater
than a year ago, the Bureau of Agri-
cultural Economics has announced,
and the total, which included family
and hired workers, was 11,422,000 per-
sons. Weather conditions so far this 7
year have been more favorable, as
heavy rainfall interrupts field work in
many of the Southern States.
Shorter working hours have been in
effect since March 1 and on June 1
of this year hired hands were working
on a decline of 0.6 hour from the war-
time high.
