into the river, either directly or through a tributary.
The state government has long harped about this
pollution but so far has not gone to court about it.
Now, there is a double threat — the possibllity of a
state crackdown armed at keeping the federal govern-
ment from moving in on’the situation and the possibility
of a federal crackdown if the state fails to take action.
This points to a need for a quick look at the Sabine
River pollution problem by the authorities concerned
and an immediate plan of action for coping with it.
