portation and executive committees of
of the Chiefs of Police and City Mar-
shals Association of Texas are in ses-
sion here this afternoon, considelmg
the place of meeting for the associa-
tion’s convention. On account of In-
definite postponement of the conven-
tion scheduled for Fort Worth this
month the place of meeting may be

chiefs to meet here at the same time
next month as the State convention of
sheriffs

flood from the Solomon River has
Inundated thousands of acres of bot-
tom lands between here and Chapman,
the result of an overflow of the Smoky
Hill River. George Waggoner, a har-

WASHINGTON, June 28.~A favor-
able reply by Germany to the last
American note on submarine warfare
is indicated in today's State Pepart-
ment advices from Berlin.
The advices came from Ambassador
Gorard and were notably the first of
a deflnlto nature received since the
American note reached the German for-
eign office. The exact nature of the
age in this part of. Mexico la appar-
ently a condition of the past, having
been settled with the opening of
transportation to interior Mexico.
Notwithstanding previous and true
reports regarding the scarcity of food

detail, however, to put officials in an
optimistio attitude, it was communi-
cated at once to President Wilson al
Cornish, N.H.
Albassdor Gerard based his ob-
servations upon the favorable effect
which the visit of Dr. Anton Moyer-
Gerhard, emissary of Count Von
Brnstorff, the German ambassador
here, had produced on officials of tho
German government. Dr. Gerhard was
understool by Ambassador Gerard to
have reported that publ!c opinion in
the United States had been growing
mre and more favorable to Germany
when the sinking of the Lusitania un-
did what hd been accomplished. Ger-

States did not want war, but wanted
a aatisactory reply to its representa-
tions.
German officlals are eager, accord-
ing to Ambassador Gerard's reports,
to give such an answer, but at the
same Ums they heve made it clear
that Germany can not make any con-

GALVESTON, Tax., June 28.- War
on the fake club was declared in Gal*
vest on today by the Association of
Texas Cluba, The third annual meet-
ing of the association began this
morning at the Calves with a number
of 1 exas notables among the 200 dele-
gates. Tho convention will be one of
the foremost of the season in Galves-
ton.
A blessing upon the convention was
invoked by Rev. Father J. M. Kir-
vin, V. G.
V. A. Lange behn, welcoming the
delegates in behalf of the city, also
poke briefly, but with a sincerity
that pleased the club 'men. The vice
president, J. W. Covey of Fort Worth,
responded.
Mayor Fiaher, who had been de-
layed, arrived at this point, and by the
president, State Senator J. La Peeler
of Austin, was presented as one of
the ablest lawyers of Texas and chief
executive of "the city by the sea.".
Referring to the task that the as-
soclation had laid out for itselt, the
mayor declared the firm belief that
the days of the illegitimate club wer
numbered.
This second address of welcome
called for a supplementary response
and the chair designated former State
Senator Watson-of Giddings for this
duty.
The motion was made that the chair
appoint committee* of five on creden-
tials, three on audit, three on nomina-
tions and nine on resolutions. As
members of the committees on cre-
dentials he named F. W. Schulenberg,
Brenham; Harry Aubrey, San An-
tonio; E. a Wosnis, Waco; Dr. Ek J.
Diffenbacher, Beaumont
A Galveston member propose that
a committee of five should be named
to investigate and report upon the
merits of clubs other than those as-
sociated with the organizatlon. The
motion was carried.
The secretary of the club associa-
tion is W. E. Hitzgerald of Austin.
