The Near Eastern conference hit reached a crisis on the question
of capitulations. Newt dispatches declar that the exchange of views
on this subject may determine the success or failure of the confer:
ence. It was well known that the capitulations would be the most
difficult problem with which the conference would have to deal. but
it was not expected that the Turkish representatives would make its
solution practically impossible by assuming so peculiar as attitude
in urging upon the Allies the Nationalist claims for full judicial
independence.
Instead of furnishing adequate guarantees for their strict observ-
ance of international rules of conduct, which they have to persistently
ignored in the past, the Tarts demand that all treaty agreements
protecting foreigners from discrimination on religious and racial
grounds in their dealings with Turkish subjects, be immediately and
unconditionally withdrawn. They declare that the very word capit-
ulations” has become hateful to the turkish people, implying the
forced surrender of certain rights to foreigners. That foreigners en-
joy special privileges and immunities and are tried in diplomatic
courts maintained by their owa countrica ta Turkey is asserted to
be a great humiliation to the national pride.
