Lufkin, Texas, April 14, 1964 — In a district-wide television
speech tonight Benton Musslewhite, Lufkin attorney and candidate
for Congress, 7th District, charged the present Congressman, John
Dowdy, with stirring up ill will, hatred and with irresponsible de-
magoguery on the racial question. Musslewhite had challenged
his opponent to open debate on the telecast, but the incumbent
Congressman refused to appear.
Musslewhite said that his opponent had wilfully disregarded
an understanding that all men of good common sense and goodwill
possess. "And that," Musslewhite stated, "is not to use racial prob-
lems as a bait for getting votes."

Musslewhite read from a front page article in The Dallas .
Morning News, dated April 14, the headline stating: "Both Sides
Deplore Civil Rights Battles." Quoting from the article, the candi-
date read statements from Senator Frank J. Lausche, Democrat;
Republican Senator Kenneth Keating; and Senators Dirkson, Mans-
field, Holland and Smathers.
"These senators, both Republican and Democrat, are strongly
denouncing the present civil rights furor over the nation, just as I
am doing right here," Musslewhite said.
Musslewhite, who came within 41 votes of capturing the Con-
gressional seat in his first race for public office two years ago, y
accused his opponent of conducting a malicious smear campaign
to cover up the real issues and hide his 12 yer record of ineffec-
tiveness in Congress.
Interrupted frequently by applause from a large studio audi-
once, Musslewhite lashed out strongly at the opposition for what
he called "a violation of a tacit understanding not to inject the
tense racial situation into the East Texas campaign."
"I have abided by this understanding on the race Issue," the
candidate stated, "while my opponent has turned his back on our
district by attempting to fear it asunder with racial hate."
Musslewhite vigorously refuted opposition charges that ho was
100 per cent for the Civil Rights Bill recently passed by the House
of Representatives. "This is untrue and my opponent knows it,"
he assorted.
"I call upon the incumbent Congressman to stop this hate
.....campaign based upon racial issues," Musslewhite concluded. "I
call upon him to do what he knows is best for peace and harmony ।
