The Light rises to a question of privilege
and asks the City Council why the streets are
not improved.
Thk city government can earn the thanks of
a grateful community by placing a few more
lights in the public thoroughfares.
The surejt way of missing a nomination to
office is by vigilantly pursuing a rigid system
of economy which prevents the improving of
the city.
A large area of the school land of the
State is unfit for any but pastoral use. By
determining to sell none of the land for less
than $2 an acre the Legislature will preclude
for some time to come the possibility of its all
being sold and will practically invite a con-
tinuation of the practice now in vogue of
grazing sheep on it free of cost.
New Jersey has reformed lis jury system.
In civil suits in the land of bottled light-
ning and dishonest bank officers nine men in
a jury of 12 and four in one of six may now
render a verdict which will be accepted as the
decision of the whole number. The experi-
ment will attract attention and its results be
carefully noted. It will probably work satis-
factorily. The superiority of Irishmen to Germans as
manipulators of political machinery is shown
by the fact that although German born citi
zens of the United States exceed in number
the Irish born there are 20 Irish born mem
bers elect o( the n:xt National House of Rep-
resentatives and but seven German. This
reminds one of the old joke: Are there
many politicians in this place ? Yes indeed ;
the Irish population is quite large.
Three hundred million dollars have
been spent on our navy since the war. What
have we to show for it 7 A few old hulks a
shell or two well directed would render use
less. Theoretically we have a navy ; practi
cally we have none. Our vessels declared to
tie fit lor service could not cope with any of
the men-of-war of maritime nations nor even
with those of the weakest other power known
in the history of the world. Yet appropriations
for the navy have not been stintcdl
The Globe-Democrat suggests that some
American playwright distinguish himself by
the concoction of a tariff play after the Hard'
well Slote style. The idea of the hyphenated
great religious daily is a good one and should
lie seized upon at once by some nascent
dramatist. All the dialogue comedy neces
sary could be obtained by making extracts
from the Congressional Record and a mild
sensation might be produced by working in
the proposition of a Missouri Legislator to
place a prohibitory duty on foreign resthetes
and professional artists in the interests of
home talent.
BY Utah Gentiles who have importuned
Congress"to extirpate the Mormons facts are
submitted showing that several million dollars
were disbursed in Utah last year by sundry
Gentile mining and smelting companies and
the claim is set forth that were it not for Gen-
tile industries built up In Utah in spite ol
unusual obstacles property in Salt Lake City
Ogden Logan l'ark City and in Central
Southern and Northern Utah would not be
worth one-tenth Its present valuation. The
Mormon question is at best a vexatious one
and both the Gentiles and their opponents
have much to support their position. To act
hastily In the matter would be unwise and the
best course Congress can take Is to defer legis
lation on the subject till more comprehensive
inquiries are made.
Russia is in a bad condition nnd Tsar Alex
ander will have to do something to avert
impending internal disturbances. The Kus-
sian Administration endeavors to convey the
impression that the Tsar's recent decree
against the Nihilists has brought about their
seeming sudden inaction but all appearances
Indicate that the Nihilists are quiet now for
the sole reason that they may thus escape
strict police surveillance and gain time to pre-
pare for n bloody campaign against their
alleged oppressors. If the Tsar would but
announce that he will signalize his coronation
next May by giving his country a parliament
to restrict the powers of the monarch with tho
addition of qualified suffrage and would
reform some of the bureaucratic abuses he
would arm himself so strong with the friend-
ship of his subjects that he might laugh at the
threats of his enemies.
The restless theatre-goer is a nuisance.
Always shifting his position staring first at
this person and then at that drumming with
his fingers on the back of his chair patting
the floor with his foot fumbling in his pockets
for something he cannot find testifying his
approbation in tones which may lie heard
over the entire buihling he makes his stay un
pleasant to himself and annoys his neighbors.
The cause of his conduct is in most cases self
consciousness : he is unused to appearing in
large assemblages and he feels that he is being
observed. Hut if he would consider that he is
but one of hundreds and that he would not
attract attention if he were to act naturally he
would save himself from many disagreeable
situations. I lis knowledge of his own timidity
gives rise to an assumption of impudence
which as illy accords with his real feelings as
with those of the rest of the audience.
Never in the history of San Antonio ex
cept in the day of an epidemic has the city
been in such an unhealthy condition as dur
ing the past month and never has the death-
list presented such a large figure. That it
should increase with the population is but
natural but when the ratio is increased there
must be an extraordinary cause. There
has been a slight outbreak of small-
pox traced distinctly to an immediate source
of contagion; there have been pneumonia
fevers and other diseases of a like character
partly due to the recent severe changes of the
weather but no intelligent person will doubt
that much of our sickness has been caused by
the want of proper sanitary precautions. Our
present health officer Dr. Menger is efficient
and has shown a willingness to adopt every
possible means to secure us from the
ravages of disease but he is hampered by a
City Council which does not recognize that
we have just escaped an epidemic which (or
some time seemed imminent or else arc re-
creant to their trust and careless of the
necessities of the people.
Circumstances connected with the death
of the man Monroe an account of the murder
of whom appeared in the local columns ol the
KvRNlNf. Light yesterday show the looseness
of the Texas laws regarding investigations
into cases of real or supposed crime. Monroe
was lound by the conductor of a north bound
train at Webb station suffering with numerous
wounds and lying in a pool of blood. His
condition was so serious that medical attend-
ance was deemed necessary to prolong his
existence tjien apparently fast terminating.
This could not be obtained at Webb station
and as thelconductor had no authority to move
the train back to Laredo Monroe was
brought to this city. -He died while on the
way and information of his death was con
veyed to Justices Adam and Shield' both of
whom refused to hold an inquest for the two
fold reason that no law in existence provided
for defraying the expenses incidental to such
a work and that as the murder was not com-
mitted in this county they had no jurisdiction
in the premises. Consequently the railroad
company decided to return the body
whence it came. Now all this red
tape business should be done away
with. It is unquestionably right that in
most cases an investigation should be made at
the scene of the homicide but circumstances
may sometimes arise which will render it pro-
per to make an investigation elsewhere. Sup-
pose for instance that on the train which
brought the dying Munroe hither there had
come all the witnesses of the crime would it
not have been just and proper to hold an
inques here and place the guilt if there were
any where it belonged instead of affording
the murderer time to escape by delaying
official inquiry? Certainly. Then why do we
not have a law which will make such actions
possible? The fault lies with the Leclslalure
and it should be remedied. Discretionary
power ought to be conferred on peace officers
io exercise in cases similar to that mentioned
