A PROBLEM OF THE FUTURE.
There la a growing dissatisfaction
among the negro population of tlie
southeast. Tlielr surroundings are not
oongenlal. The burdens of life In the
presence of a dominant clang are pain-
fully felt. The abrogation of tlielr slave
oondltlona hai not brought them the
good In mind body or estate that they
oipected. The law of caste as Inexor-
able as Tate Is upon tbeiu and from Its
restrictions and operations there Is no
possible release. This disaffection will
spread us Intelligence Increases
among them. It Is In the nature of
things that It should. It Is useless to
deny facts that are apparent ; It
Is equally useless to shut our eyes and
refuse to see until the dangers or dis-
tress that arise from such blindness
compel us to open them and face the
situation. From Georgia and South
Carolina Is heard a cry of discontent
and thousands of colored people are
moving Into Arkansas; from Arkansas
and Tennessee the same cry Is heard
and the heglra Is Into Kansas and Mis-
souri; from Eastern Texas Is heard a
similar wall of dissatisfaction and
I.Iberia Is mentioned as their promised
land. It Is not a question of where but
what. The colored race and the
white race are not one never will
be one. The question Is simply
how long and to what extent the whites
and the colored people the C'aucasslan
and the African races can exist side by
side under the conditions Imposed and
accepted In the reconstruction of the
Houth? That there Is so real equality
In thocondltlons of the two raoes Is self-
evident. It Is true that they both have
the privileges of the franchise the priv-
ilege of making money securing the
benefits of free education free speech
free thought free labor In snort osten-
sibly the same freedom. Hut that It Is
not the same freedom Is as certainly true
as that the sun shines. The keeping
silent does not avail. What must be the
result what will be the outcome no one
perbaps.ls qualified to say. That matters
will not continue as they now are an-
other half century seems morally cer-
tain. This discontent so general aid
also so natural visible everywhere
among the colored people must lead In
tlmo to action. The movement to Libe
ria Is not practicable at least It does not
so appear from all that has hitherto re-
sulted. Only this much Is certain some
avenue of escape from their present Ina-
bilities must be opened. Whether It
shall be In setting apart some section of
the public domain and erecting It Into a
Slate which so many of them as ohoose
shall ooeupy maintain and govern or
whether It shall come In some other
way we do not presume to even sug.
gest but that some solution of the ques-
tion must be sought and found Is patent
to every thinking roan.

Ohio State Treasury to meet current ex-

cratic Legislature should have been
proof conclusive on that point.
