French thought the report was too In
definite and should state If property
owners would put down curbs or not.
lie moved to refer the report to the en-
gineer for an estimate of cost and for a
statement as to what streets need curbs.
Loekwood defended tbe report and
said the city could Improve streets only
where the people build the curbs as pro-
posed. Smyo thought this Impracticable and
discriminating.
French said there wat no hurry In the
matter as the money of last year for
other purposes was not all expended yet
and wanted to go slow make no mis-
takes and equalize matters which would
bean Improvement over last year and
did not see why the recommendation of
one alderman In such matters should go
further than another or the combined
wisdom of the council.
French's motion was then adopted.
