THE REASON WHY.
The Evening Taper of yesterday com-
plain that the I.iiimt does not favor a
state republican cunTer.tlon; charges
that the I.ichit la throwing a tlrebraml
Into the republican camp by making a
personal attack upon J. ('. I)e Uress;
challenges tho republicanism of the
I.ihiit; Insinuates that Its editor docs
nol know anything about Texas politics;
that he la not friendly to the republican
party and so attempts to read liliu out
of Its ranks anil silence Ills voice. The
republicans of this stnto and county
may have an opportunity to pass upon
these questions later on. To the point
at Issue; the holding of a statu conven-
tion and the l.iatiT'it objections thereto.
The Kvenlng Taper says:
Tho republican state coin cut Ion tins not
been called by Colonel J (J. I)" (Inwa but at
tho Instance of a majority of tho stnto execu-
tive committee.
The;I.initT directly challenges the truth
of the above extract and calls for tho pa-
pers. There are thirty-one districts In
this state and the state executive com-
mittee Is formed of tho chairman of these
districts. These district chairmen are
nominated by the district delegates In
oaucus assembled and elected by the
state convention. I)y reference to the
published proceedings of last state
convention It will be seen that only
twenty-five district chairmen were
elected and of these J (J. 1p Uress was
not one. The present exeoutlvo com-
mittee of the state Is thus composed of
twenty-live active members and at least
thirteen would be necessary to comtl-
tute that "large majority of the com-
mittee" who favor a state convention
according to the Kvenlng Taper. We
challenge Mr. J. C. De dress to show
the original answers to his enquiries
concerning the mind of the stato execu-
tive committee on this question of a
state convention and ft state ticket. Of
the eleven answers received from the
members of that committee five favored
a state convention and ticket. Does the
Kvenlng Taper assert that live Is a
"large majority" or thirty-one; or of
twenty-five; or even of eleven? Does
not the Kvenlng Taper know that ac-
cording to republican party usage no one
but the chairman of the state executive
committee canoall the state convention
and that the first duty of the committee
when deprived of Its head Is to provide
Itself with a new one? Does not the
Evening Taper know that when De
Uress sent out his letters testing the
tense of the committee as to a state con-
vention he also lent out enquiries as to
the oholoe of the members for chairman
and that the answers showed so conclu-
sively that De Oress wat not the choice
of the committee that the calling of
the committee to complete its organlza
tlon was quietly dropped? If the Kven-
lng Taper doet;not know these things It
ought to before assuming to glvo les
sons In the political history of the state.
But why this Itch to hold a conven
tlon Just now and put a ticket In the field?
lias the ttate oonventlon always deemed
It of to much Importance to maintain the
party organization Intact by keeping a
ticket in the field r Why wat it that dur-
ing the yeart of republican administra
tion with the federal patronage of the
ttate In their bands that the Kdltor of
the Kvenlng Taper and J. C. Dc Uress
did not agonize to put A ticket In the
field? The editor of the Light it not
potted In Texts politic and desiring
information would atic the editor of the
Evening Paper Did yon not retltt and
oppose the nomination of ttate officers
by the republican party tt Austin In
1878? Did you not favor the greenback
ticket that year and did not Colonel
Jtoob C. De Oress tell the party to far
at It wat In hit power for the green-
back vote which made htm mayor of
Austin ? Did not you and he oppose a
state ticket In IssO. the year of the gen
eral election? Was not the same thing
ilonu In IM and again In 1881 ? When
the statu convention met In Houston In
1HS2 did not llexar county send you In-
structed to vote for and iupportMtate
ticket and did you not vote con-
trary to your Instructions and
oppose the putting of a ttate ticket In
the field ? Finally how It It that after
eight years persistently opposing the
nomination of a state Itepubllcan ticket
when the party chances for success were
infinitely better than at present you
have experienced so sudden a change of
heart? The I.iiiiit tuny answer this last
question at some future time.
The Limit makes no personal attack
upon Colonel J 0. De Uress. It chal-
lenges the purity of his political record;
challenges It upon well-known grounds;
among others upon the disgraceful at-
tempt made by him to steal the chair-
manship of the twenty-fourth district
after he had been defeated for the posi-
tion by Hugh Hancock (colored) ol
Austin. If In the multiplicity or his
cares this matter has escaped the mem-
ory of tho Kvenlng Taper Kdltor we
refer him to Judge lllockcr and other
members of that convention for particu-
lars. The l.miiT.ls opposed to this call
for a state convention emanating as It
does from such n'source and without au-
thority. The call having been made we
suppose the convention must bo held.
It therefore behoves every Kepubllean
in Texas to see that suoh delegates are
sent to Waco at will prevent J. ('. De
Uress and his creatures from prostituting
the parly In Texas to their own politi-
cal and personal ends.
The attempt to read the editor of the
I. Kiin nut of the Itepubllcan party
won't wash. He has voted the straight
liepubllcan ticket since he was old
enough to vote. He may not have
worn out as much shoe leather In Texas
ns the editor of the Kvenlng Taper but
he will challenge comparison with that
gentleman as to the shoe leather worn
out In following the old Hag as a union
soldier high private rear rank. He
ay not know much about Texas poli
tics nor the methods of conventions but
he has always voted In convention as
Instructed while opposing all under-
handed political methods. Confessing
his tgnoranoe concerning much that he
might know about Itepubllcan politics
In Texas he acknowledges with shame
that what little he does know has not
nlwaj t approved the manipulators of the
party In Texas at above suspicion.
A SKNtK of Justice In the criticisms
made upon public matters should al
ways lead to an open commendation of
that which It deserving of approval.
Our city fathers bear a great deal of
complaint concerning what they do not
do while there Is too generally an om
inous silence concerning what they do
perform. Tlitro It no doubt that more
good work It being done upon our
streets by the present city eoune.il than
by any previous one for many years and
In all the criticisms made upon the city
administration this fact should not be
lost sight of. At tho same time we can
not but believe that the true method of
street Improvement radiates outward
from some common center and that more
satisfactory results would follow some
general well detlned system of work
under direction of a board of public
works than In any other way San An-
tonio Is too large to be subdivided in
the old village way and eachroadmsster
allowed to follow out his particular
Ideas In street work. A board of pub-
lic works all contract abolished the
city to hire and pay its own workmen
work to commence at tho center and
proceed outward these would give us
the most satisfactory resulta possible.
To rr.KVKNT the northwest extension
going by default a few of our public
spirited men have assumed the balance
not yet subscribed relying upon the
honor and sense of Justloe of their fellow
citizens to see that the amount Is made
up and does not fall upon them person-
ally. These men have already sub-
scribed liberally to this project. They
have given day after day and night after
night to further this work and place
San Antonio In position with her titter
cities and the citizens who have given
nothing as yet should come promptly to
time and make good this detloienoy. It
Is not creditable to the public spirit of
many of our wealthy citizens that they
have made no response to the repeated
calls made upon them and that the bur-
den of carrying forward tbepubllo enter-
prises of the city should fall upon com-
paratively a few tnd many of these In
moderate circumstances. While San
Antonio Is to be congratulated upon
securing the road she should not forget
to whoso liberality and public spirit she
is Indebted for the result

Into a show of life at a gubernatorial
candidate bat signally failed. The Judge
could only be made a respectable candi-
date by consigning him to perpetual
silence. Kvery time he opens his mouth
he makes a gap In the ranks of hit
friends that It truly sppalllng. Had he
kept bit mouth tbut on the question of
labor capital emmlgratlon wages tax-
es landlordism corporations and schools
and could his record as a Judge be con-
signed to oblivion he might then have a
tbow for being respectably beaten In the
convention. As It Is he will not make a
decent grease spot when be Is wiped
out.
