or In tbe political history of Texas.
Tho disintegrating forces that nte now
at work hardly below the surface of
events are destined to leave their Im-
print. The old land marks of party wilt
be changed as they never before were
changed. The features of tho old will
be so distorted that they will not be
reoognlzed In the new which shall come
In their stead. The changes of the re-
construction period were many marked
and radical but they were nil Involun-
tary. They were changes Imposed upon
the state by a power outside of Itself
unsanctioned by the people's will
and only tolerated because there
was no escape therefrom. The
ohanges that are being wrought
now are voluntary. They are evoked
by the pressure of Inner constraints not
outer necessities and are therefore- des-
tined to abide because they change the
very outer constitutions of things In
obedience to this Inner demand. There
Is then all the difference- between this
change now being wrought In the body
politic of Teias and the old changes of
the reconstruction period that there Is
between an outer change by outer pres-
sure and an Inner change by Interior
oonvlctlon. The old reorganization was
In defiance of the popular will by Fedral
authority; this new revolution Is because
ol the popular will. It has not fairly
come to the stage of organization. It is
only revolution as yet. A revolt from
the old destructive forms which are
even now sensed as a something to dis-
trust rather than understood as a de-
llned evil. None the less the
disintegrating process Is observable.
The peoplo are becoming dumbly awake
to the truth that they are feeing driven
as brute cattle. No one cause has led to
this result. The result however con-
cerns us more than tho cause and we
pase It by for others more curious than
we are to trace It up. The results are
everything and In this case events are
big with promise. The democracy of
this state never was so disturbed as it Is
to-day. The whole party Is being
rocked in the earthquake throes of a po-
litical agitation but even the leaders of
party movements are too blind to dis-
cern them. The old Idols of party are
tumbling upon the threshold or the tem-
ples of service the state and county con-
ventions and there Is no more reverence
for their dumb oracles. To whose voice
the people will listen next no prophet
has been found with prophetic vision
keen enough to foresee. The peoples' ears
are deal to the old voices. This Is the
first fact and It Is beyond question.
There are many voices calling but they
are all modifications of the old voloe and
o are not alarming. It should be the
flrst care of those who desire to see this
revolution spread among the members
of the old party that they be' left alone
to work out their disintegration l'ou
may say anything so long as you do not'
ay one thing and the state democracy
will not take alarm. You may work In
the name of greenbacklsm.you may call
it a peoples' movement you mar curls
ten It prohibition you may baptize It as
anti-monopoly granger Knights of La
bor anything everything but republl
can. Bo long as republicans bold aloof
It remain! a family light and a man's
foes are those of his own political house
hold. So soon as the republicans as
iqcd. take a band In the light so soon
the .family closes up Its ranks to
ilo common battle against tho com-
mon add hereditary foe. To the
republican party in Texas we
ay hands off This right Is not ours.
The nomination of republican slate or
1 county tickets In Texas this fall Is slni-
I ply suicidal. It Is destructive of every
hope that we may not unreaaonably en-
tertain of an effective campaign two
years hence. The republican executive
committee of Texas wants to be reor-
ganized with the tft insn the party ran
put forward as Its head. It wants to do
no more. The hour Is not ripe. lttbe
forces now doing battle or preparing
(or oonlllot have a full free Held to tight
In. The party grownjuninanageable by
Us own weight Is falling to pieces. A
republican ticket would be the only
girth that could bind the obese carcass
together and strengthen It for a light.
The breach that may be repaired now
will widen yearly. In two more years
It may be beyond closing. We have
everything to lose and nothing to gain
by putting a ticket In the Held now;
nothing to loae and everything to gain
by keeping out of the light and egging
the divisions intoconfllct. lift ween the
iintl-inonopollats anti-free-traders antl-
whlakeylles anil-land-grabbers and
nntl-rlngiters of their own party the
democracy of Texas have got enough to
do this year ol grace 168(1. The repub-
lican policy Is to keep out of tbe Held
ii ml do nothing to stsrupede the lighters.
Do nothing that will drive the divisions
of the democratic party Into union for
defenaa against a common f)e.

strates Its needs of a guardian by Its
Idiotic drivel about radical newapapers
and tar and fathers. There Is no law
against a man being a natural born fool
hut the state should prevent the Im-

ment ought to be.

hood In her treatment of the princes.
She not only exiles them from her terri-
tory but threatens a wholesale conlls-

any question before the courts as to the

proscription and contention without
foruioflaw that may have a terrible
following even In that unhappy country

Tiik KKCH'Liii semi-annual meeting of
Dlstrlot Assembly No. 78 K. of L. was
called to meet In this city July IV per
adjournment of the annual meeting held
In Galveston last January. This Assem-
bly Is composed of delegates from all the
local assemblies within the district.
This meeting has been known all over
Texas outside of the Express olllce for
tho past six months; yet nowcomes the
F.xpress under the flaming headlines of
a sensational announcement that It
"has leaked out through prominent
Knights of Labor" that the meeting Is
called to effect a coalition with the
grangers republicans grcenbackers et
al and that the Kxprcss has caught on.
If a little truth could leak through the
brain pans ot such newsgatberers as the
fellow who discovered the mare's nest
lull of ripe he-haws there would be less
sensationalism abroad and fewer lies
wired as news through the medium of
the Associated l'ress.
Osk ot the democratic Journals of this
slate says that "Judge Hector of Aus-
tin Is one of the politicians who does
not believe be is a Moses." Judge Iteo-
tor has declined the nomination because
he knows that there Is no more need of
running a republican ticket In Texas
this fall than there Is of building an air
line railway to the moon. If Texas re-
publicans look closely at tbe events
transpiring around tbem and note the
political signs they oannot fall to see
that the dems are preparing for a mon-
key and parrot time in their own little
summer kitchen; also that now Is tbe
time for reputillcans to keep out of the
light because to take a hand In Is to
stop the light.
Tiik democratic party In congress
have been gunning for Cleveland and
retrenchment eighteen months and bave
bsgged $7000 wrung from the dlslbled
soldiers of tbe Union their widows and
orphans. In tbe meantime they have
spent fourfold that amount In tiling up
Urover'sparlorexbausted the surplus of
the government havo failed to pass any
appropriation bills bave stopped all
public works bave been In session for
live months and have done nothing.
What a record!
Tiik "novcoTr" has been sung about
whistled at danced around argued for
and against fussed over and cussed over
hatched matched and dispatched a
dozen tlmts and still bobs up serenely.
It-Is purely a question of whose ox Is
gored. It Is always right to boycott the
ether fellow The general sentiment of
tbe press Is that capital has a corner on
the boycott business bo long as this
position Is maintained by the courts
labor will naturally endeavor to boycott
capital Into a corner. One law for tbe
rl.h and Its born twin for the poor
would knock tbe stuffing out of a full-
bodied boycott In about tbe time It
would take to fairly get such a law upon
our itatute books. Legislatures are
elected by tbe people to pass laws tbat
ball bear equally upon the people; all
classes of tbe people. Falling In this
tbey fall to answer the ends of their
creation. Texas will endeavor to elect
a legislature tbls fall that will represent
tbe people. Not a section of tbem not
a few rlngstreaked and speckled olllce
harps but the people a majority of tbe
people. It "may seem foolish to attempt
such a thing In Texas but It will be at-
tempted and It may be more of a luooesa
than some peoplo Imagine.
County after county la falling Into line
wllh candidates unlnatructed for the
governorship. There will be more gilt-
edged chances for sharp Jockeying this
meet than at any convention races ever
held on Texas turf. There will be a
good show for some political "Archer"
to land bis dark horse a winner by a
neck.
JutHiK Tkiirki.i. has sized up the demo-
cratic party In Auatln no man inoro ca-
pable of doing So and find them dis-
qualified for holding control of the state
government. Of course the Judge does
not say so In so many words but his
speeches are an Indlotment of tbe party
and a confession of Judgment against the
party managers. 1'be Judge says that at
Anstln there are more Juvenile porkers
than lacteal orifices
Would not the next legislature that
assembles at Austin be Inordinately
surprised to wako up after organization
and tlnd that a majority of the members
had actually come there to represent the
interests of the maiaea of the people of
the Lone Star slate. Under such condi-
tions the old rlng-a-round-rosy legisla-
tors wonld want some one to Introduce
them to themselves. There are symp-
toms of Texaa having such a legislature.
Wltb such a legislature senatorial ring
riding would bo a lost art. It sounds too
good to be true but as before sal there
aro symptoms. .
Tiik business of congress as cut out ac-
cording to the dispatches seems likely
to stretch away Into the Illimitable dis-
tances of tbe dim and uncertain future.
All hopes of a speedy adjournment bave
disappeared like tbe morning dew or
the good resolutions of Peck's bail boy
or the promises of a candidate made be-
fore election. Congress Is sot.
Hwain'h enemies arc now charging
that he has the brat newspaper support
of any of the gubernatorial candidates.
