HOME ItULE FOR IRELAND.
PiofesBor Leicester Olvea an Interesting
Rxiioeltlon of Its Political Aspect
What Chance the Irish People
Have of Obtaining their
Heart's Desire.
Professor Leicester who Is now In
Hin Antonio Is a well-known English
literary and political writer and has
long been a honest and ardent advocate
of home rule for Ireland but he It by no
means prejudiced and Is therefore com-
petent to express an aulhorltlve opinion
upon English political matters In so far
as they refer to Ireland. Tho LtmiT
commissioner tought an expression of
bit views and In answer to hit enquiries
the professor said I "Man) of the good
frlendt of Ireland that I have met In San
Antonio and other parti or Texas are
surprised and disappointed because
Gladstone's appeals to England for
home rule on behalf of Ireland have
met with a decided and most empbatlo
no. I am not surprised at this because
their oplrtl"ns are necessarily bated
upon delusive press dispatches and
upon the editorial vapor Ings of men who
write from Imagination Instead of ex-
perience facts and figures. The fact is
the matter In the press dispatches are
too frequently cooked to
I'ANllKIt TO TIIK 1'M.IC TASTR
and to make matters w.rte "headings"
of a more delusive character are given
to them. For Instance 1 read In the
"Kxprest" that a "Gladttonlnn" bad
only mansged to retain a safe "liberal"
seat by a majority of 30 out of a poll of
23000 registered voters yet this Is
headed "A Great Gladstonlan Victory."
Other delusions of a like oharacter ap-
pear In both local papers that publish
telegraphic dispatches. The friends or
Ireland are dally deluded wltb bogus
news because It Is good news and the
truth Is ooncealed until It can no longer
be hidden and then It Is sugar coated
to make It palatable. This Is really an
Injury to the cause. Our true friends
tell us the truth and show the aspect of
the case In Its proper light. We know
then what to expect.
How does the matter now Hand and
what are thechancet of Ireland obtain-
ing liutnu rule?
Your question not easily answered.
You must consider llio history and char-
acter of the contending purl leg and must
keep well posted In current vvcnlt or
you cannot possibly do to with any de-
gree of aecuraoy. For the first time the
sentiments of the British voters bave
been obtained and It Is plainly shown
by vote that whilst Mr. Gladstone and
his home rule scheme are defeated there
are a great number of voters In favor of
It; Inrger Indeed thnn any motion that
was put direct to tho people for the first
time. 1'hls Is a matter for congratula-
tion. Home rulo has threo great oppo-
nent! I'llK.ILIUCK WITIU-HT AN1I HKLK-IXTtllF.1T.
These opponents can only be overcome
by knowledge anil reason and the con-
viction of right Is only a matter of time.
The project may be shelved for a time
but the day Is assuredly coming when
home rule shall be scoorded to lrolnnd
and I shall not bo surprised If that day
does not bring with It a confederntlun
of etatet forming a strong and united
phalanx and opening up a new era of
British prosperity.
What la likely to be the remit of the
recent elections In England?
That tools a question rather difficult
to answer but If we take a retrospective
view of the ease we thall llnd that the
history of the past throws a light upon
the future. Von will remember that
last year the "liberal" ministry wltb
Gladstone at the head were thrown out
of office by tbe Influence of the Irish
party and tbe "conservative" ministry
under Iord Salisbury was called to
power In his stead. Salisbury found
that the Irish party held tbe balanoe of
power and that tbe ministers were
practically powerless unless they con-
curred In lit plans. He temporised for
a time and then brought the power to
an issue by a vote on "coercion." Of
course Salisbury was defeated and
Gladstone again came Into power. Tbe
same difficulties were then presented.
He had either to bring In borne rule and
secure the Irish party's cooperation at
tbe risk or being defeated on an appeal
to the country or to Ignore the claims
or Ireland and be again ousted from
power. He was like the naughty boy
he was sure of a whipping In any case.
He decided to take tbe former course
hoping as a coup d'etat to carry the
matter through giving the
IRISH Vl HAT TUXY WANTED
removing Irish obstruction from public
business and wbat was of more Import-
ance to him giving the liberal party
an unlimited reign of power but the
people were not ripe for the" measure.
Even the liberal party aye even tbe
cabinet were divided on Its merits and
the press with a few exceptions were
dead against It. As at natural result
Gladstone wat defeated and apparently
new partlea have arisen. The "conser-
vative" or "tory" party came In very
strong and Is opposed to borne rule.
Tho "unionists"- (new party) that It
men pledged to mnlntaln the Integrity
ot the union may be "liberal" or "con.
aervatlve" and will naturally vote with
the "conservatives" upon Irish matters.
The "Gladstonlans" (new party) and
"Parnellltes" are pledged to support
home rule and they will derive consid-
erable support from tbe liberal party
though many will vote with tbe conser-
vatives. You will notice that there Is
really only two parties "conservative"
and "liberal" altnougb both parties are
spilt Into sections. By this split the
"conservatives" gain Immensely and
tbe "liberal" loss Is proportionately
great. The conservatives therefore be-
come tbe masters ot tbe situation and
tbe Irish party loses the balance or pow-
er that has so effectively served them In
tbe past. The question now Is will tbe
"conservatives" use their power wisely
for the welfare of Ireland or will it
foolishly Ignore her claims. Judging by
the past Ithink It safe to predict that
Ireland will receive
MOIIE LinKIlAL LEGISLATION
than she bns ever bad before aa a means
of pacifying the people and of remov-
ing cause for agitation. Of course this
will be merely a "sop to Cerebus" but
the argus eye or the Irish party will be
on the look-out In the Interest or their
country.
Let me here say that common sense
teache ut tbat home rule mutt be tbe
product ot reason not of force. Eng-
lishmen are strange characters. You
can persuade but you cannot drive
them. Tbe talk of force la lnjudclout be-
cause when England gives home rule to
Ireland sbe will not have It thought
that It Is forced from ber; It Is foolish
because It Is Impracticable. Ireland aa
the It cannot cope wltb England and
though there are millions of frlendt In
America who would gladly tpend blood
and treasure to aid ber the English
fleets would prevent the landing of
troops and America could not allow
them to depart without declaring open
war. Tbe law of nations could not
recognize the rlgbts of America to In-
terfere In the way another Independent
state should manage Its own aflalrs. In
such a case where avltal principle Is In-
volved the .European monarchlal-pow-ers
at least would form a defentlve con-
federation. This war would end disas-
trously to all ooncerncd and would do
no good for Ireland. Tbe much
talked of dynamite war-rare would be
worse. Tbe murder of Innocent peaoe-
able persons tbat would then occur would
ahock tbe civilized world and deprive
Ireland of tbe sympathy of some of ber
best friends. What Is more It might
lead to retaliatory attacks destroying
the
uvks and ntorxsTY of rniiNDs
Neither America nor any other civil
ized country could sanction such Infer-
nal warfare because they would know
that what was done In London one day
could be done In New Y'ork the next by
a handful of dissatisfied or revengeful
people. Thus force Is out of the ques-
tion. The English government know
this and threats therefore are unwise
became while It may Irritate the British-
era It oannot In any way terrorize theui
Wbat It worte It an Impediment In
tbe way of fraternity. Iteaton It now
aa It ever was the supreme king of tbe
world and In lime It will assert Its be-
nignant sway. Ireland baa now lo work
and wait for tbe great day that Is slowly
but surely dawning upon a civilized
world. When that day comet Ireland Is
not likely to forget tbat sbe owes mucb
to tbe patriotism of ber exiled eons and
daughters and to the generosity of her
many American friends.
