Mexican railway In the states of Vera
Cruz Paebla Oaxaca and (Jblpai. Tho
grant had long (Ince lapsed by limita-
tion. lluvr raln were very general
throughout Texas from Saturday until
yesterday. Tho country Is In iplendld
condition for stock but tbe rain Inter-
feres with tbe cotton picking In some
Motions. The outlook for the winter Is
much more promising than at this time
lut season.
The Charleston earthquake and tbe
Oalveston storm both emphasize the
lame fact It does not pay to lay good
stone and brick In poor mortar. The po-
litical parties of Texas may apply this
truth to their own party structures with
good results.
Caulk dispatches sanction tbe an-
nouncement that on the assembling of
tbe German relchstag lllsmark will In-
form France that be has a chip on his
shoulder and that republics have no
rights which monarchists are bound to
respect.
ltcmu denies ever having Intimated
that In any event she would respeet the
Independence of Bulgaria and Austria
seeing this has about concluded to In-
terpose against Itusslan occupation of
that country.
Tub republicans of tbe Fourth ward
have organized a straight out republican
Iub. Tbe proceedings of the ine'itlng
for organization appear In the local col-
umns of tbe I.iniir. The club starts out
under the most favorable auspices and
will give account of Itself within the
next six months. There was but one
opinion as to a straight ticket eipreseed
lut night.
Tux London Times correspondent at
Berlin reaffirms the opinion previously
expressed that the czar's movement
against Alexander was tbe mere out-
come of a long nurtured personal cat-
ousy and not on political grounds. And
to this Infamous proceeding Germany
has yielded as the catspaw of tbe great
monkey of the steppes.
Tux Protestant Alliance seem disposed
to take a band In tbe management of
Irish affairs and have entered their
solemn protest against the appointment
of Henry Matthews to a borne secretary
hip on the ground that be Is a Catholic
These servants of their .Master seem
greatly Inclined to become masters
themselves
Tint Kxprets does not do Justice to
the motives of those who advocate a
straight ticket either among tho repub-
licans or the democrats when he attri-
butes that movement to a desire to
"down" some particular candidate. Tbe
design of the advocates of a straight re-
publican nomination Is to put the repub-
lican party In the ileld fully equipped to
battle tbe free trade democracy at all
points and compel them to put better
men In the field than the republicans
Dominate or get whipped at tbe polls.
Tba itralght republicans have no pet
candidates to put forth; no republicans
that tbey desire to defeat. Their object
Arit Jut and all tbe time Is to act as
republican! work ai republican! vote
M republicans whip or be whipped as
roparlaanj and forever end this fusion

CLINCH THE THINQ NOW.
Tho committee on tmclttng works
havo now secured tho sum of $18000. To
accomplish this tbey have worked early
nml late and left no means untried that
would avail to Induce a subscription.
Wo understand that tbey are still at
n ork trying Insecure additional pledges
and If possible ralso tho amount of sub-
scriptions t $2.000. With tbe amount
already secured there should be no dill!-
cully In dosing contract at once with
tbe gentlemen representing the smelt-
ing works. If tho Light Is not In error
concerning the situation the amount of
cash bonus required Is only $10O0U. In
addition to this the company require the
gift of some sullablo tractofland. Could
I he "suitable tract" wherever It should
be be procured for $8000 as It certain-
ly ought to bc.tbero would be no farther
need for soliciting on lliu part of tbo
committee. Tho I.iniiT Is of tbo opinion
that were tbe committee to discontinue
their eflorts to Increase subscriptions
and apply their attention to finding a
suitable site at tho lowest posslblo llg-
tires the $8000 remaining would be am-
plo for that purpose. A project like this
Is not dependant upon any particular
tract of land and there are at least half a
score of sites that would Mil tbo bill very
acceptably. Why not Invite bids from
tho owner' of eligible tracbt and see
how much each ono Is willing to donate
towards tbo smelting works by way of
discount on what would bo n fair valua-
tion of the lands. It seems to us there
could be no reasonable objection to tho
committee trying this method as ono
thing Is certain no fancy price will be
paid ior any particular tract which some
land speculators may hate n lien upon.
This proposition of tho smelting compa-
ny li a fair business one. It has Ixen ac-
cepted by our citizens as such. Tho
com rultlco having this matter In charge
bavo gone before our citizens with this
proposition and It has been responded
to In a business wny. Now let the own-
ers of properties that may reasonably
be accepted as answering tbe pur-
poses designed meet tho com-
mittee In n business way and making a
fulr discount upon current real estate
prices Insure the planting of the smelt-
ing works hero immediately. The at-
tempt to speculate upon the price of
lands ollered for sites as has been done
In other places for similar projects would
only defeat the end sought and by pre-
venting tbo location of tbo works here
prevent the natural and speedy rlso In
real estate values that would ensue. We
understand that several properties
which had this enterprise not been
seeking a location could have been pur-
chased for $0000 or 53000 are now ad-
vanced to nearly double tbo amount at
which they were held a month ago.
This policy will only defeat tbe end
sought. Tho money to be paid fur lo-
cation can not reasonably bo more than
the current price of real properly unln-
lluenccd by this addition to our sources
of u ealth. Tho money to bo paid comes
from tba private funds of business men
In Kan Antonio not ono whit more In-
terested in building up tbo town than
uro tbe men who own tbo real estate
which Is thus locked up from service
by being advanced to a speculative price
which Is destined to defeat the very In-
dustrial moveiuent.by which a future rise
In all real property will bo assured. We
earnestly press upon the attention of tho
committee the fact that there are many
ollglblo sites some of which may bo sc-
oured at present real estato figures
without any speculative advance. Cer-
tainly there are real property
owners In this city well enough posted
to understand that tbe sale of a portion
of their lands to such a concern as this
will sufficiently enhance tbe value of tbo
remainder so as to pay a liberal advance
upon the present valuation of the entire
acres held by llielu. Tbe location of
tlirko smelting works on one side or tbe
other of tbe city may mako a difference
of hundreds of dollars In the price of
every acre of ground in that section as
compared with other eectlons. Business
will naturally be drawn towards the
place where business Is; future manu-
factories will spring up In tho vicinity
ot those already located; workmen's
houses will become a necessity there
and the retail trade to supply these
homes will not long lag behind. Let
there then be no delay In brlngjpg this
matter to a conclusion. If one site it
held at;an unreasonably high figures dis-
miss all thoughts of securing It and
turn elsewhere. The proper site can be
had at reasonable figures If only due
care Is taken and the Lioiit would press
upon the committee tbe necessity of
taking no stock In the idea that
any ono site Is Indlspenslble. The sur
face of our suburbs Is entirely too level
to admit of this plea of one location and
:ommcnd the plan of asking bids
with dlsconnnt upon current real estate
rates to tho consideration of the com-
mittee. Laredo wants these smelting
works and wants them bad. We must
close our contract now or never.
Itm-onis from tbe East and North
show that there was considerable atmos
pheric disturbance on Sunday over a
very wide spread area. San Antonlans
know bow It was here. To-morrow la
the day set apart by Wiggins for the
premonitions of his great disturbance
of the last of next week. To-morrow we
are to have a baby cyclone to gently stir
tbe currents ofourbuman fear and teach
our hairs the art ot rising gracefully
when the real Jump or the 25th
and 27tb comes. It Is safe to say
no ono will die before his time comes
and getting rrlghtened does no good.
Great peace have they who believe and
practice this.
Silt MiciiiEi. IIickh IlKicn was put
through a oourse of sweating In tbe
house of commons by Mr. Sexton re-
cently who took occasion to Inquire
concerning the Belfast situation and as
to the disposition of the government
under certain conditions to assist those
who had suilered through the lato riots.
Tbe gist of tho replies which created a
profound sensation in the house were
to tbe effect that no aid would be given
the hospital which bad spent 800 In
caring for the Injured but that aid bad
been given a landlord who bad been
hurt. Simmered down the reply meant
aid to tbe rich but not to the poor.
It is possible for tho republicans of
this congressional district to elect a rep-
resentative to congress who will figure
a little more advantageously to tho in-
terests of Ills constituents that Jodie
Mayers has done The wool growers
buyers and merchants of this wholo sec-
tion have again and again exprcsseil
their desire for n restoration of tbe wool
tarlfTof 18C7. This desire has been ex-
pressed In forcible terms to the late nils-
representative of this district who re-
ceived Ibe same and going Into the rep-
resentative chamber voted to reduce tho

by his wool growing democrat constitu-

In this oase Is to reform Jodie by elect-
ing him to stay at homo and thus teach
him that the Interest! of the proplo aro
of more account than tho ro-clcctlon of a
free trado democrat from a wool dis-
trict. Tin: Associated Press has sent to the
Charleston b. C. News end Courier a
check for $500 to bo divided among tho
reporters who stood to their work and
collected tho matorlal for tho wired re-
port which was published tbe next
morning. No war correspondents on
any battle-field displayed any greater
courago or a truer pluck than did tho

The sanitary measures for the preven
tion of the cholera epldcmlo spreading
beyond the borders of Italy have been
most complete. To this fact alone Is
owing tho confinement of the dread
disease to so small a locality. In tho
Ironlt to which Its ravages have been
limited tbe mortality has been very
great. Cut of n total of 45000 cases
