and after a careful examination of said
roller begs to say that In my Judgment
both tho material and workmanship arn

roller t time of examination Is Indeed
bad; but that the alleged dcfiols errone-
ously charged to poor material and
workmanship are In fact directly at-
trlbutablo to very unskilled manage-
ment by those having chargo of the
steam roller.

spect said steam roller was not. nor Is not

said steam roller has been very greatly

(Interrupting) "Neither has a cart."
I.ockwood coolly said: "1 got this list
direct from the city pay roll and I think
you will find both llrunl and he have
drawn pay for these carts."
The Mayorsald he was mistaken there
and ho "crawfished" and said: "I have
control of the sanitary department and
I am going to appoint the carts. I'll tell
you that now." If the readers will
glance over this page of the paper they
will see an item headed "City Carts"
which will give them an additional list
of carts and the names of the owners
not read in the council yesterday.
French sought to excuse the owners
of the carts by saying: "Perhaps they
had helped some poor men to get carts."
He amended Lockwood's motion to dis-
charge only those carts In tho employ of
the street commissioner department.
Lockwood would not accept tbe
amendment and renewed his motion to
discharge all carts not driven by their
owners.
The mayor said: "1 am In charge of
the sanitary department and propose to
run It too."
Mackey spoke In favor Mrs. Penaloza
and believed an exception should be
made In her favor.
I.ockwood said there are plenty of
widows tn the city who have Incomes
without the carts and be believed they
would have a right to petition the coun-
cil to allow them aoart If necessary.

for the month of August correct; $130 35
had been collected by him for fees. The
Inspector of weights and measures had

report of the city attorney having col-

had been need by tbe city live days and
by the street contractor twenty-one
days. The clerk was Instructed to
