the Brazos River Authority have
been here spading the ground for
legislation they propose to finance
a 145 million dollar dam program.
Plana uutlined by H. S. Hilburn,
Plainview publisher and BRA’s
president, visualize a 300 mile lake
to be created by five new dams be-
tween Whitney snd Possum King-
dom.
These would be the Turkey
Creek, Inspiration Point, High-
tower, De Cordova Bend and Bee
Mountain dams. All would have
power units. The Possum Kingdom
dam would be raised 15 feet.
A novel methd of financing was
proposed. No gift of funds is asked,
but a long term, interest bearing
loan of 45 million dollars from the
government is sought. Repayable
only after the 100 million dollars
proposed to be borrowed from pri-
vate sources is repaid.
John McCall of Dallas, general
counsel of the authority, told of the
proposed financing arrangement at
a dinner the BRA officials gave
for Texas congressmen,
“We would anticipate approxi-
mately seven million dollars a year
revenue from sale of power whole-
sale,” he commented. “Mainte-
nance and operating expenses '
would amount to about $600,000
per year, leaving $6,400,000 to pay
oil our debt.”
He estimated that although the
loans from the private banking
sources would be obtained for re-
payment over as long as 50 years,
loreseeable conditions indicate the
principal and interests would be
settled within 30 years.
Normally sponsors of such devel-
opments get their legislators to in-
troduce legislation authorizing the
projects. Then they come up to
