Seriate Republicans push gun bill
after losing assault weapons
WASHINGTON (AP) - Senate Republicans scuttled an election-
year bill to immunize the gun industry from lawsuits Tuesday after
Democrats amended it to extend an assault weapons ban and re-
quire background checks on all buyers at private gun shows
The National Rifle Association began pressuring senators to vote
against the bill after Democrats won votes on the two key gun-
control measures. The 90-8 vote against the bill virtually ends any
chance for gun legislation to make it through Congress this year.
Democrats won close votes on their amendments to change the
Republican legislation, a strategy aimed at pressuring the GOP-
dominated House to accept the restrictions to gain passage of the
gunmaker-immunity bill.
While Democrats won't get the gun ban extension and the gun
show legislation, they called the vote a success.

Communist China moves to make
private property a constitutional principle
BEIJING (AP) - Communist China is changing its constitution for
the first time since the 1949 revolution to embrace the most basic
tenet of capitalism: protecting private property rights.
China's parliament is meeting in an annual session starting Fri-
day to endorse the change, already approved by Communist Party
leaders who tout privatization as a way to continue the country's
economic revolution and help tens of millions of poor Chinese. It
will bring China's legal framework in line with its market-oriented
ambitions by providing a constitutional guarantee for entrepre-
neurs, once considered the enemy of communism but now pivotal
in generating jobs and wealth.
The change mandates that "private property obtained legally shall
not be violated" and will be "on an equal footing with public property."
