A Pioneer Railroad Builder's Death.
Colonel J. M. Underw ood, the famous
railroad builder and civil war veteran,
died in Portland, Ore., n few days ago
of Bright’s disease, aged 70 years. He
leaves a widow and two daughters.
In the civil war Colonel Underwood
had command of an artillery regiment.
In the days of western railroad con-
struction he had charge of the princi-
pal work in the construction of the
Northern Pacific and the Canadian Pa-
cific, and he passed through many ex-
citing experiences among the Indians
disputing his way. In the construction
of the Northern Pacific through the
Yellowstone he captured Chief Hitting
Bull and held him as hostage for the
protection of the men employed along
the railroad. Many years ago he sat
in the Minnesota legislature. He had a
wide acquaintance among railroad
magnates and bulldefs.-- St. Paul Pio-

direction upon thrift and respectabil-
ity. Vagrants are supported in some
way, frequently through mistaken
charity, frequently through theft. 1°
either event the shiftless loafers are
a drain upon pockets and the endur-
ance of the workers, rendering more
difficult the accomplishment of pro-
ductive tasks and increasing the bur-
den of taxation.

To become most effective, however,
the vagrancy law must be supplement-
ed by a law providing for adequate po-
lice protection in country districts. Al-
ready the drift of vagrants from Geor-
gia cities is noted and it is not at all
unlikely that complaints about them
in the country districts will increase
unless vagrancy there be suppressed.
The remedy seems to lie in the organ-
ization of a police patrol somewhat
upon the lines of the old patrol before
the war, but modified, of course, to
meet changed conditions. Such a sys-
tem would have a deterrent effect
of greater value, perhaps, than as a
means of bringing criminals to justice.
It would reduce the number of poten-
tial criminals. The legislative pro-
gram for southern states should be a
strict vagrancy law, a rural police
patrol and provisions for putting to
work and keeping at work, under state
authority and for the state, the Irre-
claimable vagrant, together with a
provision that committal to the peni-
tentiary shall justify a surgical opera-
tion removing forever the possibility
of the propagation of recognised con-

the Potomac and the Rio Grande—a
law which should be duplicated in
ether states if the full benefits of the
Georgia legislation are to be enjoyed,
by the south. A bill providing for such |
a law has already been introduced in |
the legislature of Alabama, and the1
press of that and other states have
only to maintain the agitation of the
subject which they have strenuously
begun to insure uniformity of action.
