to numerous petitions Governor Toole
this afternoon called a special session
of the legislature to meet December 1
to pass laws relative to the industrial

The Venezelan Claims.

Washington, Nov. 10.—A cablegram
received at the state department today
from Caracas states that the American
and Venezuelan claims commission
has delivered an, award of 275,000 in
the Ruolf claim. The claim was
based on the violation by the Vene-
zuelan government of a conceEion
granted to the claimants to establish
and maintain a market in Caracas.

claims admitted would be paid within
three years. Dr. Paul said that the
mixed commission had examined a
majority of the claims and had made
the following awards:
To France, 3540,000, as against a
claim of $3,600,000; to Germany, $384,-
000, as against a claim of $1,200,000;
to Great Britain, $120,000, as against
$225,000, while the claim of Great
Britain for compensation, amounting
to $1,50,000, in respect to railways, was
still under examination. The mixed
commission awarded Spain $380,000,
though that country claimed $2,500,000.
The claims of the United State*
amounted to $15,390,000. and but $513,-
000 was awarded, while the examina-
tion of a portion of these claims,
amounting to $6,270,000, has not been
completed. Dr. Paul said that Vene-
zuela opposed the payment of the Mex-
ican debt of $525,000 ami of the Bel-
gian claim of $2,870,500 in regard to
the Caracas water works outside of
the assigned 30 per cent of the cus-
toms duties, these being part of Vene-
zuela’s public debt.
M. Woeste, for Belgium, commenced
his reply to the points raised in the
opening speeches. He protested
against the attitude of Venezuela in
refusing to recognize the authority and
decision of the mixed commission.
