Admiralty circles are coming to accept
the view that there will be no great or
general action between the fleets of
Russia and Japan for some time, bas-
ing their belief on strategic and tacti-
cal reasons which incline Admiral To-
go to avoid a decisive action until he
has made every effort to demoralize
the Russian fleet by torpedo attacks
and interference with transports by
his cruiser division.

can minister at Panama has cabled the
state department to give all publicity
to the fact that there is no room in
the canal zone for Americans who
come seeking employment without first
engaging with the canal commission.

actual physical work of building the
Panama canal, Mr.. John F. Wallace,
chief engineer of the Panama commis-
sion, said today that an organizaton
had already been formed embodying
a total of 8000. Of this number prac-
tically 6000 men are engaged in equip-
ment and construction work and 2000
men are engaged in policing the canal
»on« and in sanitary work and in
cleaning up the Isthmus.

further sensational statement that he
had stated openly he would furnish
any amount of money necessary to
defend any man who should kill him.
Judge Hargis swore that on the day
when Cockrlll was assassinated he was
asleep on a mattress in a room over
his store shortly before the shooting.
Wing Ford awoke him to tell him Cock-
rlll was in town. Hargis says he ex-
pressed regret that Cockrlll had come
to town,- as he feared that he and
Curtis Jett would have trouble. Al-
most at that instant the fatal shots
were fired.
In Shakespeare’s time woman’s exist-
ence, in the eye of the law, was merged
in that of her husband. . A man could
say of his wife: “She is my goods. my
chattels: she is my house, my house-
hold stuff, my field, my barn, my horse,
my ox, my anything.” The very pres-
ents which he gave her were still his
property. He could beat her. He
could deprive her of the guardianship
of her children. It was not until the
end of the seventeenth century that the
law secured to her a right to the separ-
ate use of her property, and not until
the middle of the nineteenth century
that the legislation of Great Britain and
America began to recognize and pro-
tect her as a person, entitled to work
and receive wages, to dispose of her
own earnings, to have an equal share
with her husband in the guardianship
of their children. Surely it is an im-
mense gain in justice that a woman
should be treated as a human being.
This gain is most evident, of course,
in those nations which are leading the
march of civilization. But I think we

The Quick Pace.
It is claimed that many diseases, not*
ably influenza, owe their rapid distri-
bution to the lines of transportation,
but it is disquieting to think that the
fast flyers that carry one rapidly across
the continent just as quickly carry the
germs of the ills that flesh is heir to.

transportation air and water were al*

in spite of quarantine vigilance.

the chemist that aniline is used in-
stead of eggs. The butter was neglect*
ed altogether and the lemon juice was
slighted.
Another lemon pie was beginning to
decompose when it was delivered to the
laboratory. There was dough at the
bottom. The third lemon pie examine!
was said to be tolerably good. The
much-abused mince pie escaped with
good reputation, but one of the two
pumpkin pies examined was said to
