set down in part to uncertainty on this
account. But the moat important epi-
sode in this quarter—the decline in
French exchange and simultaneously
in French bonds— ha* evidentiy been
dut not to anything happening at Ge-

unless Germany within the next month
succeeds in floating a foreign loan,
she will confess her inability to car-

she make* her final answer on the 31st

It was a good thing that this specu-

buke it did in the shard mid-week re-
action. At the pace it was going a
fortnight ago, the market was riding'
for a fan.
It was fancying itself hack to the

NEW YORK, April 24.—The cottoh
market showed renewed or continued
steadiness at the opening today. First
prices were 3 to 5 points higher and
the active months sold about 6 to 7
points above yesterday’s elose after
the call of a moderately active demand
from recent local sellers, the south
and commission houses Reports that
the flood area in the lower Missimetppt
valley and Texas was increasing were
probably a factor, but the market
seemed to be more influenced by the
renewed; stendiness of stocks and the
better tone of foreign exchange than
by any fresh nature tn crop or weather
news,
A private report issued this mora-
ine pointed to an incrense of it per
cent in acreage with an Increase in the
use of tertiltzer and said the outlook
was better than last year but that
there was great uneasiness over the
boll weevil menace. The market closed
steady.

The question before the stock has
been whether or not the rise in prices
since the middle of January over-
measured the progress of the business
situation outside. Wall street specu-
lative syndicates have had the ad-
vantage of the cheapest and most ab-
undant credit in five years. They
have had the powerful help of the in-
vestment buying movement, quite un-
paralleed for its magnitude and inten-
sity. Under these circumstances it
has been easy to advance stock prices
and the tendency has been to push this
advance without being too particular
about asking whether it was fully war-
ranted by the fact regarding corpor-
ate earnings, present and prospective.

Great Britain has got back to such a
surplus of receipts over expenditures
that she propose* to lower the income
tax. She has got this without the aid
of any indemnity money and this is
why the mound sterling has not shared
in the depression in the French and
other continental currencies. The Bel-

rest, but not to the extent that might
have been anticipated considering the
state which Belgium has in German
