The wholesale arrests of radical labor leaders in Chicago's “state
of warfare," growing out of the attempted enforcement of and
resistance to, the Landis wage award in the building trades dispute,
proves beyond a reasonable doubt that union labor has not yet per-
formed the task of ridding itself of radical and revolutionary ele-
ments. The men implicated in the assassination of police officers on
duty, in Chicago, are duly elected representatives of reputable
workers, heads of regularly organized unions. Yet the chief of police
characterizes them as "hoodlums and ex-convicts who have gone about
posing as labor leaders.” Shea, head of one element of the Teamsters'
Union, is especially known as an ex-convict, having served a term in
Sing Sing prison, and now resting under suspicion in connection with
the murder of two policemen.
The terrorist tactics of the radical labor element in the building
trades dispute have been made possible and, indeed, are direct con-
sequences of the conversion of the labor union from a defensive into
an aggressive organization. Whenever there have been widespread
industrial disturbances promoted to advance the power of the unions
rather than the legitimate interests of the workers the radical element

Capitalists have suffered severely from the depredations of the
marauding radicals without any prospect of compensation. It is only
when the strikes in which radicals have played a conspicuous part

popular reaction, that capital has enjoyed a brief respite between
rising and falling tides of aggressive labor campaigns.
