to enter upon an era of develop-
ment and progress which will
place he; very far in -advance of
her present standing in regard to
' population and wealth it behooves
her officers to use the utmost energy
in seeing that the place is made
ready for the new conditions that
confront us. Especially is this ap-
plicable in regard to the sanitary
state of the town. It may be true
that at present .the place is in a
fairly good sanitary condition.
Still the fact remains that with
warm weather at hand apparently
even t -rlier than is usual in this
climate and the prospective influx
of thousands of visitors or home-
.veTcers sure to follow closely on
the completion of the Lott railroad

to bestir itself

ing these two most important agen-

thing to do is to inaugurate a rigid
inspection system seeing that all
closets and drains are properly dis-
infected that the streets and alleys
are thoroughly cleansed daily and
that all garbage or other waste mat-
ter is promptly disposed of by burn-
- ng.
Itis encouraging to know in view
of the necessities of the situation
that the newly elected mayor of
Brownsville John Bartlett is quite
alive to the duty of the city gov-
ernment in this most important
matter. His views are entirely in
accord with those of the most in-
telligent citizens along this line and
his earnest intention to give the
city an up-to-date and progressive

measures to insure proper sanita
tion. It cannot be doubted that he

campaign in behalf of municipal
cleanliness. It is going to tax the
city to its utmost'to take care of
the incoming crowds of people at a
time when the sanitary state of the
town will be of the greatest import-
ance in mid summer. It must be
realized of what vital import it will
be to the future welfare of Browns-
ville to insure the public health
and safety from epidemic disease
r this iuncture when so many
hundreds of home-seekers will oe
considering the advisability of locat-
inghere. Nothihg could do the
place greater injury in fact than
an epidemic of any sort uunng we
coming summer. It should be
said here perhaps that Browns-
ville has been peculiarly fortunate
for many years in escaping epidem-
ics. Still it is always wise to use
the utmost precautions to avoid
such a disastrous occurrence. This
year the necessity is far greater
than ever before and the situation
will demand wise and vigorous
action. The safety of the people
here during the coming summer
will require rigid enforcement of
all measures to insure municipal
cleanliness. To do this will re
quire thorough work and constant
vigilance.

of March at 10 o'clock a. m. for
the purpose of conferring upon this

egate you to attend. It is earnest-
ly desired that every health official
in the State attend this meeting and
I will appreciate it very much if
you will advise me at your earliest
convenience if you can do so. Very
