officially ordered to Galveston by Governor Hobby, constituted a serious
violation of newspaper ethics and culminated in unwarranted and out-
rageous newspaper articles and editorials.
Policy of Houston Press has been antagonistic to public welfare
and to the peace and order of the State of Texas.
If the Houston Press had been half as much desirous of enforcing
the laws of the State of Texas as it has been in endeavoring to apply
those name laws where itseelf was the injured party, the circumstance
would never have occurred.
The Houston Press provoked the assault and is entirely to blame.

WASHINGTON. D. C, Sept. 2.-
Prosecution of 324 contractors, mark-
ing the beginning of a move by the
Government to clean up its war con-
tract controversies, has been ordered
by the Department of Justice.
The proceedings will include both
criminal and civil action, and involve
’’millions of dollars," department of-
ficials said Thursday.
The contracts on which action will
be presed include agreements for the
furnishing of suppiies of nearly ev-
ery commodity which the Government
purchased for war purposes as well
as construction of camps, canton-
ments. warehouses and other facil-
itties for the training of the army
Preparatory to instituting legal
proceedings in most cases, the Gov-
ernment has started a re-checking of
such data and figures as it has, plan-
ning later to pursue the investigation
'into the records of the firms and in-
dividuals whose contracts are ques-
tioned.
Officials expressed the belief that,
although the War Department had
failed to reach an agreement, many
of the controversies would be settled
out of court.
