The Baytown City Council approved a proposal to
change the zoning of largely vacant land along the
north and south side of Interstate 10 east of North
Main Street east just past Sjolander Road.
The Planning and Zoning Commission recom-
mended commercial zoning for the area near North
Main Street to the property fronting onto Crosby Ce-
dar Bayou Road. Commercial zoning allows most re-
tail and office uses, including shopping centers and
big box stores.
Closer to and around the intersection of Interstate
10 and Sjolander Road, Planning and Zoning rec-
ommended the business park designation that allows
commercial uses and light industrial development.
This land is around the southwest corner of the
Chevron Phillips facility, so it would create a transi-
tion zone between it and potential residential devel-
opment.
The southern part of the proposal, along the north
side of a possible future extension of Hunt Road,
would have been zoned for high-density housing,
which is what the current land use plan calls for.
Council member Bob Hoskins asked, “Why do we
always have high-density residential put in—are we
going to get houses that are six feet apart from each
other, are we going to get apartment complexes—
we’ve got plenty of that already.”
Mayor Brandon Capetillo said he wanted infor-
mation about the number of single-family houses
compared to the number of multi-family units before
moving forward.
City Manager Rick Davis said the proximity to
Interstate 10 made it appropriate for higher density

Brian graduated from
Robert E. Lee High
School in 1978. He
worked for ExxonMobil
Bay town Refinery as a
Process Supervisor for 24
years. He was a member
of the Bay Area Shooting
Club and had a passion
for hunting, fishing and all
things outdoors. He also
enjoyed music and played
the guitar as a hobby.
He was preceded in
death by his father, Jack L.
Nesselrode, and brother,
Michael Nesselrode.
He is survived by his
wife, Tricia Nesselrode.

East Texas by John and
Ruth Underwood, his
parents. A lifelong hard
worker, he worked for
almost 30 years at IGI
as a Plant Maintenance

that used to work at the

the Republican-controlled
U.S. Senate. They worry that
federal courts, especially if
Trump wins a second term
next year and Republicans
hold the Senate, will take
an expansive view of Sec-
ond Amendment rights they
might overturn strict gun
control laws.

lost a man of integrity
and kindness, and that it
is worse for it. He will be
sorely missed.
