Dr. Shawn Tittle, chief medical

the hospital’s plans with Baytown

“It’s part of a concept of invest-

Since 2017, Houston Methodist
Baytown Hospital has been in the
midst of a $100 million expan-

Council unanimously
voted to approve a tax rate
one penny less than last
year’s while setting public
hearings on a proposed in-
crease of tax revenues from
property on the 2019-20 tax
rolls.
Council had voted to
lower the tax rate by a
penny, reducing it from
$0.81203 to $0.80203, at
its last meeting along with
adopting a $207,117,879
budget. There is also an ef-
fective tax rate for the city
is $0.76139 per $100 of
valuation with a rollback
rate is $0.80447 per $100
of valuation. A rollback rate
is the highest rate Baytown
could adopt before voters
could petition for an elec-
tion to limit that rate.
Wade Nickerson, Bay-
town’s director of finance,
explained the effective tax
rate is the total tax rate
needed to raise the same
amount of property tax rev-
enue for Baytown from the
same properties from both
the 2018 and the 2019 tax
year.
Nickerson said since
the proposed tax rate of
$.080203 per $100 of valu-
ation exceeds the effective
tax rate, the city is required
to take some extra steps.
These steps include coun-
cil taking a record vote and
setting public hearings for
citizens to voice concerns,
if they have any. The hear-
ings are set for the Sept.
12 and 26 regular council
meetings. Then, on Oct. 3,
council will officially adopt
the tax rate.
Nickerson gave an exam-
ple of how this would affect
a home valued at $100,000.
“Based on this, a
$100,000 home would be
