TxDOT has announced plans to replace
the bridge’s current dolphin and fender
system.
This system is a structure separate from
the bridge that is supposed to prevent ob-
jects from hitting the bridge. The new
design is in the process of being creat-
ed, and TxDOT officials said a contract
should be awarded in the third quarter of
2020.

for every holiday. She was
an amazing cook, and she
passed down many family
favorite recipes. She will
be fondly remembered by
her family for so many
of her famous “Nana
quotes”, and will be dearly
missed by her family and
friends alike.
Dena is preceded in
death by her husband,

1929, in Oklahoma City,
Oklahoma, and passed
away on January 1, 2020,
in Nacogdoches, Texas.
She moved to Houston
with her family when
she was in junior high.
She attended Milby High
School and then went to
work at Rupley Brakes
after graduation. She
married Edwin Arlene
Leonard on March 14,
1952, and shared 54
years together before his
passing in 2006. She lived
in Baytown, Texas, until
2017 when she moved to
Magnolia Court Assisted
Living in Nacogdoches,
Texas.
Dorothy loved spending
time with her family
and was so proud of her
grandchildren and great
grandchildren. She had a
strong spirit and a smile
on her face till the end of
earthly life.
She was preceded in
death by her parents,
George and Vera Leland;
husband, Edwin Leonard;
grandson, Kyle Edwin
Novosad; sister and
Rose Marie (Falcone)

City was bom December
6, 1935 in Houston, Tex-
as and passed away on
Wednesday, January 1,
2020.
She was a very caring,
giving, loving mother,
wife, daughter, sister,
Nana, and dear friend
Janet Hobbs Valdes,
known more affectionately
as Mrs. “V” by Scouts and
students, was called by
our Heavenly Father on
December 20, 2019, just
six days short of her 49th
wedding anniversary with
husband Eloy G. Valdes.
She had been valiantly
battling the onset of
Alzheimer’s disease and
complications with atrial
fibrillation. She was
bom Janet Sue Hobbs on
April 4, 1948 at the Fort
Ord Army Hospital in
Pacific Grove, California
to Wilbur Glen and
Carlene Ash Hobbs who
predecease her, along
with her parents-in-law
Guadalupe (Lupito) and
Gerania “Gerry” Valdes.
Besides Eloy,
Janet is survived by
her sister Pamela Brown
and her husband Michael,
their son David, their
daughter Catherine and
her husband Matthew
Trumbo, plus daughters
Shannon and Daniella.
Janet also is survived by
her son Carlos (Charlie)
Valdes, his wife Amanda,
and their daughters Ava,
Helena, and Stella; her
ak, Darrell, Bartkowiak,
Kacie Wright, and Cody
Wright; nine great grand-
children; brother, Joseph
Falcone and wife Martha;
sister Delores Petrich; nu-
merous nieces and neph-
ews; and faithful dog,
Daisy.
In lieu of usual remem-
brances, a donation in
memory of Rose Marie
may be made to any char-
ity of your choice.
The family will receive
friends for visitation at
Navarre Funeral Home
on Tuesday, January 7,
2020 from 10:00 am -
11:00 am, with funeral

(Dena) Morris, of
Baytown, Texas went
home to be with her Lord
and Savior on December
30, 2019 at the age of
91. Dena was bom in
Abilene, Texas on May
17, 1928 to A.D. & Ruby
Koonce. The family
moved to Baytown when
she was 13 years old. She
attended Robert E. Lee
High School and later
married Paul E. Davis.
She was a loving mother
to their three children,
Charles (Rusty) Davis,
Dennis Wayne Davis, and

continuous 41-year record
of dedicated award-
winning service to the
Boy Scouts of America
by Mom and Dad! He
had brought home from
school a flier promoting
Cub Scouts and the
whole family attended.
We reorganized Pack
44 of St. John Catholic
Church with a new Cub
Scout, a new Cubmaster,
and a new Committee
Chairman, plus two Pack
mascots! As Charlie was
racing through his ranks
from Bobcat to Arrow
Light, Pack 44 earned
5 consecutive “Pack of
the Year” awards as the
Valdes’s were recognized
as the first ever Raven
District “Scouting Family
of the Year” award in
1984 while Mom and
Dad also received the
Raven “District Awards
of Merit!” Charlie and
Dad moved temporarily
into Troop 175 advancing
from Tenderfoot to Star
in one year, while Mom
led Jackie and Jennifer
in their Girl Scout Troop.
Janet and Eloy started
reorganizing Pack and
Troop 105 at the First
United Methodist Church
in Mont Belvieu in 1985
as Charlie and Dad
were soon inducted into
the Order of the Arrow
(OA), an all-male BSA
organization that provides
service and develops
program in the Native-
American tradition. In
1986, they both became
Brotherhood members
in the OA. In 1988,
Mom and Dad organized
Explorer Post/Venture
Crew 105, a co-ed high-
adventure outdoor BSA
program that Jackie and
Jennifer joined in 1989
with their first major event
being the 1989 National
Scout Jamboree at Fort
A.P. Hill, Virginia, where
Janet and Eloy served on
Staff every 4 years from
1989 to 2017, the last four
with Larry Coppock’s
United Methodist God &
Country exhibits. Pack,
Troop, and Crew 105
continued for the next 20
years as Quality units,
with long-tenn and high-
adventure camps every
year. However, the Sam
Houston Area Council
offered no winter camps,
so Janet and Eloy built a
winter camp committee
and founded Winter Camp
# 1 at Camp Strake from
December 26-31, 1985.
Winter Camp #1 drew
200 Scouts and 50 Adult
Staffers and grew each
year, peeking out at 1200
Scouts and 250 Adult
Staffers by 2005. Janet
staffed the first 5 Winter
Camps and Eloy did a total
of 20 until 2005. In 1989
the Council and Colonneh
Lodge challenged the
OA all-male policy and
nominated a small group
of qualified female adult
Troop leaders, including
Janet, and inducted them
as Ordeal members, and
the all-male policy was
soon changed to include
women. Today, there are
1,000’s of female OA
members throughout the
United States, many of
them in Chapter and Lodge
leadership positions. In
1990 this group of female
Ordeal members became
Brotherhood members. In
1994, both Janet and Eloy
were called up for the
Vigil Honor in the OA,
as both Janet and Eloy
have led over a dozen
Colonneh contingents to
attend weeklong biennial
National OA Conferences
at such universities
as Purdue, Kentucky,
Indiana, Tennessee, and
Michigan State. Twenty
years later in 2005, after
being instrumental in
producing award-winning
units every year along
with 250+ Arrow of Light
Cubs, 100+ Eagle Scouts,
law, Harrison and Rosie
Leland; and sister, Betty
Johnson.
She is survived by her
daughter Cheryl Novosad
and husband Gary of
Chireno, Texas; and son
Robert Leonard and wife
Kathi of Mont Belvieu,
Texas. Her grandchildren
are Jason and Kim
Novosad, Karissa and
Eric Rodriguez, Karli
and Justin Carr, Kade
and Angie Johnson, and
Katie and Russell Wilks.
Her great grandchildren
are Cameron Contreras,
Taylor, Ashley and
Erica Novosad, Kaiyah
Rodriguez, Kylar Carr,
Kayden and Karis
Johnson, and Kaylor and
Kyce Wilks.
Also surviving Dorothy
are her sister and brother
in law, Mary Louise and
James Warner; brother
and sister-in-law, George
and Janice Leland; and
numerous nieces and
nephews.
The family would
like to thank the staff at
Magnolia Court Assisted
Living in Nacogdoches,
Harbor Hospice, as well
as her personal caregivers.
Dorothy was a member
of Cedar Bayou Grace
United Methodist Church
in Baytown, Texas, and
enjoyed the fellowship
with new friends from
First United Methodist
Church in Nacogdoches,
Texas.
A visitation will be
held on January 5, 2020
from 2 to 4 p.m. at
Navarre Funeral Home in
Baytown, TX. A graveside
service is to be held on
January 6, 2020 at 2 p.m.
at Earthman Memory
Gardens Cemetery in
Bay town, TX. In lieu

by her husband Durwood
James Whiddon; parents,
Irene and Charles Fal-
cone; brother, Anthony
Falcone; and sister, Antoi-
nette Mock.
She is survived by her
son and daughter in law,
Joe and Connie Whid-
don; daughters and sons
in law, Marilyn and Ken-
neth Bartkowiak, and
Cindy and Dewey Wright;
grandchildren, Steven

don, Katie and Joshua
Baumbach, Jason Bartko-
wiak, Michael Bartkowi-
(Jackie) and her husband
Nathan West; her
daughter Jennifer and her

In 1962, after 25 years
in the Anny, including
combat duty in World
War II and the Korean
War, Major Wilbur Glen
Hobbs retired and moved
his family to south Texas,
where Janet attended
Sharyland High School,
graduating in May 1966.
She then enrolled at Pan
American College in
Edinburg, Texas where
she met Eloy, who
transferred to Texas A&M
University in 1969. Janet
received her B.S. degree
in May 1970 and began
teaching at PSJA High
School. She ‘put hubby
through’ his last semester
at Texas A&M, graduating
with two B.S. degrees in
May 1971. They settled
in Weslaco and began
teaching in Weslaco
ISD while starting their
graduate work at Pan Am.
Charlie was born in May
1973 and Eloy received
his M.S. in August. Jackie
and Jennifer came along in
June 1975 causing Janet to
postpone her M.S. degree
again. In August 1976,
Janet and Eloy accepted
teaching positions in The
Woodlands and moved
the family to Conroe,
Texas. However, needing
additional income, Eloy
accepted a position as
Chemist at Stauffer
Chemical’s Baytown
Plant situated in the
Exxon refinery starting
in December 1976. When
Exxon helped Janet
secure a teaching position
with Goose Creek CISD,
the Valdes family moved
for the last time in July
1977 to Baytown.
Charlie started 1 st grade
at Pumphrey Elementary
in September 1979 and
inadvertently launched a

She was remarried on
February 24,1978 to Alva
Leo Morris and became
a stepmom to Douglas
Clark Morris, and
daughter-in-law Kelly
Eileen Morris. Dena was
cheerful, outgoing, and a
hard worker. She worked
many years for the City
of Baytown, and Houston
Lighting & Power, where
she retired in 1992.
She was known as
“Nana” to Codi Renee
Davis, Charles R. Davis
Jr., Colby Morris and wife
Mandie, Mindy Morris
Fuller and husband
Rusty, Hunter Morris
and wife Ami. Eight
great grandchildren, Mia
Fuller, Maggie Fuller,
Levi Fuller, Mae Fuller,
Liam Morris, Michaela
McAdams, Caeden
Morris, and Crewe
Morris.
She had a great love
for her children and also
for the Lord. Even during
her toughest days on
Earth, after the loss of
her husband, daughter,
and granddaughter, and
even when facing her own
diagnosis of dementia, she
never failed to say how
good God had been to
her. Her laugh was always
and 50+ Venturing
Ranger awards, Janet
and Eloy began tapering
off their time and energy
volunteering with the Boy
Scouts, they transferred
their church memberships
from Mont Belvieu to St.
Mark’s United Methodist
Church in Baytown,
where they discovered
there were no Scouts.
Well, Janet and Eloy
postponed their retirement
primarily for their only
grandson Isaac who
was entering 1st grade
and wanted to be a Cub
Scout, just like his uncle
Charlie 26 years earlier.
So, Janet and Eloy started
Pack 208 in 2005, Troop
208 in 2006, and Venture
Crew 208 in 2007, all
starting and remaining
Gold Level honors every
year inBSA’s Journey
to Excellence program.
In 2009, Janet and Eloy
started Sea Scout Ship
208 without even a
trained Skipper noreven
one sailboat, but we made
it work by recruiting and
training quality adult
leaders and providing
the necessaryresources.
All throughout the past
41 years, Janet and Eloy
have excelled and earned
many honors and awards.
Both wear the prestigious
Wood Badge regalia,
both are Silver Beaver
recipients, both are Vigil
Honor members in the
Order of the Arrow, both
wear the United Methodist
Cross & Flame and Torch
Awards, and both wear
the Episcopal St. George
Award.Janet’s ultimate
achievement in Scouting
was the prestigious
United Methodist
“Susanna Wesley Award
of Excellence which she
received on Scout Sunday
in February 2019!
In 2015, Janet and
Eloy slowed down their
Scouting volunteerism
and began a memorable
phase of travel all around
the United States and
abroad, such as Branson,
Florida, California,
Montana, the Grand
Canyon, and Niagara
Falls. After joining Texas
A&M’s Traveling Aggies
in 2016 we began cruises,
starting with a trip aboard
the American Queen, a
steam-driven paddleboat,
on the Mississippi from
New Orleans all the way
to Minneapolis, then
flew to Seattle to cruise
up to Alaska along the
west side, then to New
York to Alaska along the
east side. In 2017, we
flew to Amsterdam and
sailed a Viking long-ship
to see Holland, France,
Gennany, Italy, and
Switzerland. Our last
cruise in 2018 was around
Ireland - Janet’s favorite.
In April 2019 we were
unable to cruise on the
Caribbean and missed an
opportunity to Staff the
World Scout Jamboree at
the Bechtel Scout Reserve
in June-July 2019 due
to Janet’s complications
with Alzheimer’s and
her atrial fibrillation.
Janet was peaceful,
painless, and comfortable
during her nine days
of hospice, passing on
to be with our Lord on
December 20, 2019.
Janet’s “Celebration of
Life” will take place at St.
Mark’s United Methodist
Church, 3811 N. Main
Street 77521 on January
11, 2020 at 2:00 pm.
Janet’s family requests
donations be delivered to
the church to benefit the
Scouting program. For
