Japanese on Our Warships.
I see that Admiral Evans denies
a. story told of him to the effect
that he encountered as commander
of a Japanese warship a Japanese
-who had been his steward on a ship
o'f our navy only a few years be-
fore. The story was believed be-
cause it was by no means improb-
able. Every ship of our navy go-
ing into commission has had aboard
for a dozen years past Japanese ser-
vants. -These men have been man-
ifestly of a superior class socially.
'They were all well educated and
their desire for further improve-
ment was manifest to every officer.
Tf they were not already commis-
sioned officers of the Japanese navy
when they served aboard our ships
at is not unreasonable to assume
that they took the place of servants
an our navy for the purpose of pre
paring themselves tor the uava
profession and to acquire exper

every opportunity to put to use

It was all a feature of that mar
velous detailed and systematic pre
paration of the Japanese for the
victory they have now achieved.

A Texan on California.
Albert Praegcr the well known
merchant returned the latter part
of" last week from a sojourn of sev-
eral weeks in southern California.
He was accompanied by his family.
Aill returned much improved in
health and pleased with their stay
on the Pacific coast.
This is Mr. Praegcr's first visit
to California. He says the coun-
try is justly entitled to the reputa-
tion it has gained as having fhe
finest climate in the world. At
Santa Barbara where Mr. Praegcr
jresided the temperature range
during the entire summer has been
from sixty-five to seventy degrees.
Bvcrybody wears coats to keep
warm the coatless man not being
- the rule as here. Carpenters work
in high collars and go out in the
sun at noon to cat lunch. All the
hotels advertise sunny rooms the
sihady side of the house being at a
-discount. Naturally such a climate
in conducive to energv and every-
body seems to be doing something
the proportion of loungers and
loafers being small. This condi-
tion prevails more particularly
.along the coast where such a cli-

spring naturally everything has a
spring-like appearance the flowers
blooming with perennial freshness
and the grass presenting a scene of

in making the face of the earth
beautiful. There are many elegant
homes and fine driveways prevail.
)Evcrybody seems enterprising and
jaot fo .count the vcost. Millions
have been invested in irrigation
protects and in improving the coun
try and it is paying a steady return
in the constant influx of sojourners
from all over the world. Lands
are high and property expensive
but there are no croakers because
the returns from investments are
satisfactory. The cost of living is
no more than on the Atlantic
seaboard. Labor unions seem to
have reached their full develop
ment wages being high and eight
hours the maximum for a day's
work. The population is a cos-
mopolitan one northern people or
their descendants predominating.
